Research On The Transformation And Development Of Local Universities Based On Improving Social Service Capabilities

Being a key part of implementing high education popularization and localization,local university presents an increasingly important role.However,that over twenty-year fast extension expansion corners local university in a multiple development predicament leads to its strong appeal for transformation development.Multi-dimension of research perspectives,value-orientation of transformation development and diversity of realization altogether complicates and challenges present researches in the theoretical aspect.Our study chooses the dimension of service ability promotion to analyze the goal,path and supporting system of transformation development of local universities.This study centers on two central links,and four core problems.Two central links consist of"social service ability promotion" and "local university transformation development";The four core problems are elucidated as follows:the first problem concerns with "what",that is,what is the status quo of local social service ability;what is the cause of inadequate social service ability;what is the connation of social service ability;What does local university transformation development appeal for;What is the internal relation between social service ability promotion and local university transformation development.The second is about "why",that is,why local university needs transformation development;why local university transformation development relies on social service ability promotion.The third is "what to change".Which direction shall local university transformation be oriented to?What value and target are they aiming to?The fourth is "how".How to realize transformation development and what is its path and supporting system?With these questions proposed,analyzed and resolved,our research aims to make out the idea and broaden the horizon for China's local university transformation development;provide theoretical reference and support in regulation and law formulation,modification on regional planning,industry structural adjustment and high education reform for local and state-level places.Conclusions are made through the methodology of literature analysis,case study and comparison.Firstly,local university transformation development is generalized from the fundamental transformation of core factors in school-running,institution structure,system culture,and running-mode.It is a long-term,complicated,and systematic reform project.Local university transformation development is with directivity,and this directivity shows both value-orientation and pursuit of local university and an objective selection based on an integral effect of internal and external factors.Otherwise,transformation development of local university is not easily realized or even probably goes wrong.Nature of local university and value-orientation of serving the region coincide with the nature and feature of service-type unniversity,which should be the ideal type and target position of the transformation development of local university.Secondly,to reach the goal of transforming into service-type university,social service ability shall be a core criterion for measuring the degree of local university transformation development.Due to various complicated factors,local university lacks in social service ability and fails to meet the economic,social and its own demand for development.Promoting social service ability and transformation development of local university are mutually defined,restricted,correlated and consistent so that social service ability promotion turns out to be crucial for transformation development of local university.Thirdly,transformation development of Jishou University,Ningbo University shows that experience of promoting social service ability,and service-driven transformation can be learned,such as reliance on local places and taking local situation into consideration serving as the conceptual guidance for social service ability improvement;distinct dominant discipline with local features being a support for social service ability improvement;extensive participation of high-level research team serving as a support;closely-linked and smoothly-cooperated CEEUSRO platform working as a basis;practice-oriented applied talents cultivation system serving as a guarantee;and complete and sound social service stimulation mechanism working as a drive and etc.Fourthly,there exist paths for transformation development based on improving social service ability for local university.For example,construct a cooperative partnership between local government and local university to realize a win-win goal of resource sharing,complementary advantage,risk sharing,and joint development in the form of equality,dialogue and cooperation.Transform local university and local industry into a mutually influencing and promoting coupling and a cooperative,win-win and coordinated community through the coupling of discipline,major structure and local industry structure.Form the awareness of cultivating applied talents,construct a major-employment-vocation exchange platform,improve applied talents assessment mechanism,and promote students' employability by improving cultivation mode of applied talents and students' employability.Fifthly,successful accomplishment of social service ability and transformation development should be guaranteed by complete supporting system.Local government should transform into a service-type one,assume due responsibility in local university transformation development and provide institutional environment and support for local university transformation development.Local university organization should constitute a service-type education system,which is both an intrinsic need of improving its service ability and transformation development,and regional economy and society demand in relation to local university development mode.Social service ability will be improved by the construction and operation of a three facet spiral of regional university,industry and government,production of service culture,emergence of complicated organization,formation of cooperative mechanism and optimization of social environment.
