A Study On Implementation Mechanism Of Teacher Exchange Policy

Teachers exchange is becoming a policy focus,which is the result of a series of social policies boosting,the process is derived from the logical chain of "national reform-social reform-educational imbalance-teachers exchange".At present,teachers exchange has become an important policy instrument for promoting the integration of urban and rural education,solving traditional problem of school choice,strengthening the construction of rural teachers and so on.Author finds that policy implementations in different counties vary widely.Therefore,how does the teachers exchange policy be implemented at the county region? What are the specific impacts of the county environment on policy implementation? What kinds of relations are embedded in the implementation processes?The author chose Tian-zeng County located in southwest China region,carried out an 88-days field study.Through participatory observation and in-depth interviews,the author visited 19 schools on-site,interviewed 4 leaders and 12 section chiefs from Educational Bureau,18 principals and 20 teachers from schools.The author summed up six modes of teachers exchange: cross-county exchange,exchange within the union-schools,“county administration and school appointment” exchange,demonstration exchange of excellent teachers and exchange of tour teaching by art and physical teachers.The author extracted five types of teachers exchange level: no exchange,fake exchange,shallow exchange,forced exchange and deep exchange.The author divided four types of matching effects between policy quality and policy implementation: ideal type,sad type,delay type and prevented error type.The author criticizes several common views: to rely on administrative mechanism can effectively promote the exchange of teachers;the exchange of teachers is not conducive to the construction of school culture;teacher exchange is not conducive to the cultivation of teachers' sense of belonging;exchange of teachers is not conducive to the professional development of teachers.The author constructs a theoretical model of the implementation mechanism of the teachers exchange policy,which is composed of implementation structure,implementation relationship,implementation strategy and implementation environment.Firstly,in the part of implementation structure,the author describes subject structure,interest structure and communication structure.The thesis analyzes the conflicts of responsibility between the various subjects,the relationship between the public interest and other interests,and the discourse "illegality" in the communication of teachers exchange policy.Secondly,in the part of implementation relationship,the author extracts several relationships: ecological synergy,process synergy,agency synergy and structure-functional synergy.This thesis discusses the influence of the implementation environment such as "departments heads actually control main power in county","economic backwardness in local region" on teachers exchange.The author presents an argument: essence of teacher exchange is 'teacher quality' instead of 'teachers'.The author describes the difficulty of coordination between departments and analyzes phenomenon of “with qualification no appointment.” This thesis discusses the possibility of privatization of educational public services and existing "public-private" contradictions.Thirdly,in the part of implementation strategy,the author extracts four strategies: doing nothing,selective transition,rigidity implementation and flexible coercion,and carries on multidimensional comparison.Finally,the author gives five mechanism suggestions: theory support mechanism,optimizing policy mechanism,implementation incentive mechanism and “Bian-zhi” marketization mechanism.
