This paper is based on the reform of university entrance system in Taiwan,focuses on questions of how the “admission by school recommendation”system of universities in Taiwan is created,maintained and changed,is an in-depth study of “The National College Entrance Examination” of Taiwan universities,the multiple logic of the “admission by school recommendation” system and the mechanism of “admission by school recommendation” system innovation under multiple logical action.It reveals the complex relationship between institutional structure,ideology and behavior choice.This paper grasp the deep constraints of institutional structure,the temporal influence of historical context and the limited rational choice of actors,three core variables are chosen,to grasp the internal logical change of university entrance policy.The whole study is centered on the historical context;analyze the psychology and behavior of the micro – actor,upward integration of macro institutional structure analysis,a comprehensive analysis framework of three levels of“structure-history-behavior” is established.The main content of the research is divided into four parts.The first part(chapter 2)presents the evolutionary history of the “Admission by School Recommendation” System.It aims to outline the system crisis of “The National College Entrance Examination”,“admission by school recommendation” system and“Star Plan in Taiwan's College Entrance System” of Taiwan regional universities based on the development context of historical facts,the evolving system develops historical facts,the basic content of each stage system and the response and evaluation of the Taiwan society.The second part(third,fourth,fifth chapters)is to analyze the operation logic hidden in the formation process of the “Admission by School Recommendation”System.From the institutional structure,history,actionthree levels,the three core variables are to grasp the deep constraints of institutional structure,the temporal influence of historical context and the game selection of actors,the formal system isexamined from the outside---the limitation of laws and regulations,the power and informal system---The restriction and creation of cultural cognition,it also pays attention to the choice and influence of the concept learning and interest preference of the behaviorist,at the same time,it also takes care of the special events of the historical process and the influence of timing sequence on institutional change.After three levels of logical analysis,back to facts of complex,network,dynamic institutional changes.Try to construct a more explanatory way in finite theory,"structure,history,behavior" the institutional change mechanism of the trinity.According to the research,firstly,from the perspective of structure,the reform on the “admission by school recommendation”system is not only a single product of pedagogical logic development,but also influenced by social network.The principles of education,imperial examination system and the concept of fairness and justice function together to lead to the happening of the reform.Secondly,from the perspective of history,the system reform is a result of force of the system environment,historical process and reformers.Thirdly,from the perspective of behavior,the reform on the “admission by school recommendation”system is not a product of reformers' absolute rational plan,or a product of natural evolution.It is a result of the fight between those intelligence elites.The third part(sixth chapter)aims to analyze the operation mechanism in the realization of the “Admission by School Recommendation” System.Based upon the mainstreamed concepts,it goes through the four stages of the reformation;integrates the history,the structure and the behavior;and forms a comprehensive module of“inspiration----production----irradiation----institutionalization”.According to the related research,it is found that in the order of institutional reformation,history,structure and behavior merge socially,focusing on the formation of main-streamed concepts.So the main-streamed concept becomes the key point to promote the reforms of the systems.The main-streamed concept is subjected to the three elements----historical influence,system limitation and culture mode.The change of an institution is not a casual painting painted by those reformers,but action tension developed in the relationships of the three elements.The four part(chapter 7)is the realistic significance and policy significance of the research,the inspiration for the reform of the college entrance examination system in mainland is the innovation of the university entrance system in Taiwan,which has shown by the change of “admission by school recommendation” system,to find out the laws of social development,education development and world development in thereform of college entrance examination system,to find the policy value,effective reform path,strong motivation and feasible reform methods of reform,at the same time,in the understanding,grasp and absorption of these laws,flexible and the current situation of the mainland and the reality of the combination,the creation of this domain.According to the related research,The reform of the college entrance examination system in the mainland should be based on the value pursuit of "seeking beauty" to find the multiple value balance between fair talent selection and scientific selection.The reform should be based on the power coordination of "the state will lead,the expert think tank support,the grass-roots public opinion respect" to changes the space and the rules of the system reform at the top of the system.The reform should be based on the reform method of "active action,gradual pilot and reform" to correct system rational design and system implementation in the active and stable reform action.The reform should be based on the implementation of the "comprehensive reform and the examination system reform" to break through the difficulties of the system reform path dependence and system innovation and promotes the systematic reform of the system...
