The Research On System And Policy Of Enhancing The Attractiveness Of Modern Vocational Education

The revision of <Law of the People's Republic of China on Vocational Education> is an important guarantee for modern vocational education to have laws to rely on and to govern the education according to law,one of the important goals is to enhancing the attractiveness of modern technical and vocational education in the aspect of systems and policies,building institutional confidence.Forming a continuous system for enhancing the attractiveness of modern technical and vocational education,it will provide great references for formulating the overall strategic plan of education in China,for giving full play to the economic value of finishing the transformation upgrading the industrial structure to establish favorable legal system,for maximizing social benefits and maintaining a new trend of development model to provide security system in a upcoming new normal period of economic development,for the realization of a new round development in intelligent ecosystem to establish institutional systems and policy support.This research takes system changes,social functionalism and lifelong education as the foundation,comprehensively using the research method of studying the history and historical documents,comparative research and investigation.The main idea is to regulate and analyze the existing systems and policies of both the outer and inner education systems,then to exclude those parts which are hindering the development of vocational education.Secondly,it learns lessons from the systems and policies of strengthening the attraction of vocational education from abroad,summarizing and carrying out many beneficial policies.It also puts forward the rules and relevant policies of strengthening the vocational education in our country.This research contains the main contents and achievements are as follows:Firstly,it explains the external environment factors that lead to the lack of modern vocational education from an angle of the change demand mainly coming from the external environment according to the theory of institutional change,carding the institutional and policy texts since the founding of the people's Republic of China and analyze the internal factors of attraction in different periods from the course of change having different factors in different periods,demonstrate the decisive role of institution and policy to attraction from outside and inside.Secondly,it propose the system path choice to solve the deficiency of modern vocational education from thebalanced state of educational supply and demand based on the social function theory and lifelong education theory,with speeding up the revision of <Law on Vocational Education> for promoting the realization of the rule of law teaching,broadening the channels for diversified investment in vocational education funds for consolidating the stable growth mechanism,creating an intelligent modern vocational education accurate supply and demand platform for path to realize the accelerate reform of education supply side.With building a popular quality evaluation system,constructing the network cooperation mode for speeding up industrial restructuring and upgrading,optimizing the related systems of employment,entrepreneurship and make the policy environment favorable for path to satisfy the public demand for modern vocational education expansion.Thirdly,it is necessary to provide the lifelong learning educational resources environment for learners according to the theory of lifelong education.It construct the intelligent ecological environment and guarantee mechanism of modern vocational education system using the Internet Era thinking mode,form modern vocational education thinking in Internet Era from the era of with Internet Information for technical means transition to the era of the educational platform development new model with it.It uses the double helix operation mode of network collaboration and efficiency improvement to achieve accurate driving of the modern vocational education,approaching infinitely the equilibrium state of the supply and demand of education.It shows the characteristics of Internet Era as interconnection of all things,everyone exchanges and real-time interactive of the modern vocational education with the guarantee mechanism of legal system,enabled,supervision,sharing and early warning.
