Study On The Rural Residential Land Transition And It's Regulation Strategy Under Urbanization

The coordinated urban-rural development is a very important objective of urbanization.As land is a spatial carrier and material base of urban and rural relationship,the rational use of it has become a hot social concern.With the rapid urbanization and industrialization in China,urban-rural land use is stepping into the phase of transition and reconstruction,among which the rural residential land is the kernel to the optimization of the urban-rural land structure and distribution as well as to overall development and resources conservation.The changes in these transition processes are the external manifestations and inevitable results of the impacts of urbanization on rural areas.The rational land use is undoubtedly a pivotal approach to promote the coordinated development of urban and rural areas.Therefore,a theoretical and empirical study on the transition of rural residential land will shed light on the regularities of these processes and offer insights to better regulation on transition of rural residential land and coordinate urban and rural development.The thesis systematically reviewed the related literature on theoretical and empirical studies on the rural residential land transition,and carried out a theoretical analysis of the change characteristics,.driving processes and regulation of rural residential land.According to an analytical framework of "phenomenon description-law interpretation-scientific regulation",the thesis proposed a comprehensive coordination evaluation method based on the extent to which the actual changeprocesses deviated from expected ones,and then conducted a case study of Jiangsuprovince,a rapidly urbanizing area with intensified sprawl of rural residential land and conflicts of urban-rural land use.The main contents include:1)to examine the situations of the transition of rural residential land in Jiangsu province with regards to land quantity,spatial distribution,intensive level and comprehensive coordinated evaluation;2)to take Rugao as a rapidly urbanizing county with great efforts on land consolidation instance,and to make further detailed analysis rural residential land transition and differences in regulation;3)to explore the driving force and its differences between province and county level by employing Logistic regression,principal components and catastrophe theory methods,and then to reveal the implementation mechanisms of rural residential land transition under urbanization;4)to put forward the regulation measure of "division and guideline at the provincial level-patterns optimization at the county level-elements allocation at the project-area level".The main conclusions are as follows:(1)During the actual change processes,the land quantity,spatial distribution,intensive level of rural residential land deviated differently from ideal situations,and the coordination evaluation values of transition processes in northern Jiangsu was the highest,followed sequently by central Jiangsu and Southern Jiangsu.Rural residential land transition is a complicated and comprehensive changing process.During the study period,the land quantity of rural residential land increased constantly,and its proportion accounted in urban-rural construction land presented a Logistic curve,but the actual values were higher than ideal ones.The changes of spatial distribution of rural residential land seemed to be irregular while fragment index and landscape shape index were stable relatively,and landscape division index and aggregation index were on the contrary to the ideal target.The intensive level of rural residential land increased in general while the ascensional range in northern Jiangsu was the highest,followed sequently by central Jiangsu and Southern Jiangsu.The comprehensive coordination evaluation values of transition ranged from 0.13 to 0.68 with Jiangsu<central Jiangsu<northern Jiangsu,exhibiting a reverse tendency to the urbanization tendency of Jiangsu,which meant the urbanization could not help to realize the ideal target of rural residential land transformation.(2)The rural residential land transition of representative county also deviated from ideal situations,but the situation has been improved by regulation methods utilization.Further detailed analysis on Rugao showed that its land quantity,spatial distribution,intensive level of rural residential land deviated differently from ideal situations,but because of the regulation methods,which regarded as in-situ urbanization and rural residential land consolidation,applied plentifully in county town,economic development zone and port area,the deviated situation has been improved gradually.And the rural residential land consolidation was the primary method with the obvious advantages of regulating the number and range of application(3)The heterogeneity of driving mechanism of rural residential land transition existed between Jiangsu province and representative county,led to the differences in overall transition and urban-rural relationship.There were many driving forces of rural residential land transition in Jiangsu province and their respective driving strength were different.Under the combined effect of multiple forces,the transition showed incoordination tendency,the impacts of some areas' improvement on overall transition were not significant.By the driving forces indices and Logistic regression analysis,it was found that many elements under urbanization had driven the rural residential land transition,wherein urbanization rate,GDP per capita,rural per capita net income and other elements were important driving forces with different driving strength.By the combined effect of multiple forces,the coordination evaluation value of transition decreased constantly,indicating a incoordination transition tendency.Though the ideal transition of rural residential land had realized to some degree in the county case with land consolidation,the improvement was restricted to local areas and its impact on the overall transition tendency was not obvious,the improvement results had been counteracted because of the digestion and absorption of whole urban-rural land use system.The improvement of coordination of rural residential land transition was a mutation process with quantitative accumulation to qualitative leap.(4)The results of transition coordination evaluation suggested that rural residential land transition was non-linear but obeyed a U-shape curve changing process,the implementation mechanisms were different in both sides of U-shape curve.Based on the coordination research,the U-shape curve changing process could be divided into two phases by the turning point.The left side of the U-shape curve could be defined as"urbanization inclination" phase,focusing on the efficiency of urbanization and ignoring the equity of urban-rural development,so urbanization in this phase was a negative driving force to the rural residential land transition;the higher level of urbanization,the greater degree of rural residential land transition in an incoordination situation.The right side of the U-shape curve could be called "urban-rural integration" phase,affected by the social-ecological feedback.Urbanization in this phase focused on the efficiency as well as equity of urban-rural development,aiming at urban-rural integration,so urbanization changed to be a positive driving force to the rural residential land transition;the higher level of urbanization,the greater degree of coordinated transition of rural residential land.(5)Based on the theoretical and empirical studies,Jiangsu should implement multilevel and focused regulation measure of "division and guideline at the provincial level-patterns optimization at the county level-elements allocation at the project-area level",In terms of the province,bounding by "Rudong-Dongtai-Xinghua-Gaoyou",the whole Jiangsu could be divided two regions:rural residential land incoordination transition stable region and incoordination transition developing region.According to the partition,differentiated policies of regulation were put forward from the perspectives of both urbanization and rural development in order to achieve the objective of division guidance.The regulation of regional cooperation was achieved by the market mechanisms.In terms of the county,according to the residential suitability evaluation,Rugao county could be divided five regions:centralized rural residential region,centralized rural residential consolidation region,centralized urban residential region,rural-urban land buffer region,and ecological preservation region.On basis of residential suitability evaluation,the objective of patterns optimization and method of regulation could be achieved.In terms of the project area,due to its capability in intelligent decision support,genetic algorithm was employed to select out the optimal scheme cooperated with Lewis turning point theory,and to promote the migration of rural residents and the coordinated transition of rural residential land simultaneously.
