The promotion of intensive use and accomplishment of potential release of the rural residential area are significant meaningful to improve the use efficiency of land resource and to construct rural producing and living environment with intensive resource and harmonious ecology. "Where is the potential?", "When will we release?", and "How to release?", which are the scientific questions for potential release of rural residential area, are also key political demands of the accomplishment of rural land renovation.Based on the definition of primary concepts and connotations, this dissertation classified the standard and type of the rural residential area, and constructed the analytical framework of rural residential area. And, based on literature combing and empirical research, this article confirmed that the abandoned land, waste land, superfluous land, and construction land with low efficiency, are the most origin of the potential in rural residential area. What is more, in order to optimize the spatial pattern in rural residential area, the article combined with the results of suitability evaluation and potential appraisal in rural residential area, then established the judgment matrix of spatial release of rural residential area, comprehensively considered convenience of rural work and life and request of cropland scale use, and proposed space-time prior selective order and its release mode of the potential release.According to the restrictions such as economic development, social environment and ecological environment, this dissertation constructed the suitability evaluation index system of rural residential area, classified the ranks of rural residential area by single factor and comprehensive evaluation methods. However, the roots of land potential in rural residential area are due to imperfect property system, flaws in rural land institution, planning vacancy of village construction (land), free transfer lack in homestead market, inadequate restrict by economic lever upon homestead use right, conflict between farmland protection policy and low comparative benefit of agricultural industry, relative lags of rural social regulation and cultural ideological development, and some historical factors. Thus, its manifestation mainly consisted of quantity potential, economic potential and social ecological potential.This article selected Qidong City of Jiangsu province as an example to evaluate the potential and suitability of rural residential area, as a unit as each village. The potential evaluation result indicates that the suitabilities in northern Qidong where is near the sea and in southern Qidong where is near Changjiang are higher, and the suitabilities near Longmen town that is city center are lower. The suitability evaluation result manifests that built-up area of each town is superior, particularly Lvsigang and Huilong town; the inferior suitable regions mainly locate along the line of Yellow Sea, including Donghai, Haifu, and Nanyang towns and a part of Yanyang town where is along Yellow Sea. In the selection of the potential release space of rural residential area, the article constructs the matrixes according to the potential class and suitability rank of the rural residential area, and gets a conclusion-36 villages such as Yannan and Yufeng village belong to the area with the perfect potential release; 33 villages such as Nianwuzong and Xi'ning village belong the area with subsidiary potential release; the number of the third matrix is the largest as 198; the numbers of the fourth and fifth matrixes are respectively 16 and 10. For better suitability regions in urban planning, their potential can be released by the urban mode of co-construction between village and town, such as Lvsigang town, Long Zhenhuan and some other towns; yet for worse suitability regions with small village scale, such as Donghai town, Haifu town and Nanyang town, their potential can be released by the mode of "Dilating Farmland" project; for normal suitability regions with large village scale, such as Huiping town, Beixin town and Hezuo town, their potential can be reformed properly.The selection of potential evaluation and release space in rural residential area is a scientific process. Through the methods such as plan control, economy stimulation and property right safeguard, it is effective to motivate, guide and restrain that methods and so on property right safeguard may the effective drive, guide and restrain the potential release of rural residential area. Concretely, it involves planning guidance control, clearing property right subject, speeding up land market construction, strengthening dynamic management and supervision, supplying adequate financial support, construction economic stimulant and restraint mechanism, improving related coordinated sets of measure, and solving farmer's anxiety and fear.
