The spillover effect of industrial innovation has great potential to promote the regional economy development.Industry innovation spillovers have volatility due to the complexity of industrial innovation spillover effects,so that the traditional social network analysis approach has difficulty in finding influential industry nodes in the volatile innovation spillover network.This paper,based on the traditional social network,constructs fuzzy social network analysis method based on structural element,and carries on the logical main line of "spillover mechanism-spillover effect measurement-fuzzy spillover effect network analysis-countermeasure" to research the LiaoNing industrial innovation fuzzy spillover network,Which obtains the following research results:(1)Construction of generalized fuzzy social network method based on structure elementOn the basis of defining the “generalized” fuzzy social network,the author constructs the fuzzy social network theory and method system based on structural element,including measurement methods of node degree and density of fuzzy social network,degree,close degree and betweeness degree of centrality in generalized fuzzy weight network,fuzzy clustering method,the generalized fuzzy index of social network structure hole measurement method.The author also shows the operability and advantage of the network method based on structure cell by using a real case.(2)Measurements of Industry innovation spillover effects in LiaoNing provinceAfter summarizing the present situation of industry innovation in LiaoNing province on aspects of resources,ability,achievements and policies of technical innovation,the author improves the Dietzenbacher model based on the input-output method and constrcts the industry innovation spillover model,then the author calculates the industrial innovation spillover effects of eight departments and forty-two industries in LiaoNing province from two aspects:spillover of industry technology innovation and spillover of product innovation.(3)Analysis of industrial innovation spillover effects in LiaoNing province based on fuzzy social network perspectiveThe industrial innovation fuzzy spillover social network based on the structure element is constructed.Ucinet and matlab software are used to analyse the industrial innovation spillover network.The author uses the centrality methods of fuzzy weightnetwork that based on structure element and fuzzy structure hole measurement method to explore the key innovation spillover industries and the key innovation spillover routes of forty-two industries from both direct and indirect angles.The author uses the theory of minimum spanning tree to explore the key innovation spillover routes of eight departments and forty-two industries in LiaoNing province,and classifies the eight departments and forty-two industries in LiaoNing province by using fuzzy clustering method based on the structure element.(4)Proposal on promoting the industry innovation spillover effect in LiaoNing provinceIn this section,five aspects of proposals on promoting industry innovation spillover effects in LiaoNing province are given as below: promoting the innovation abilities of the key innovation spillover industry,constructing the service policy that matched the key route of the industry innovation spillover,fostering innovation spillover industrial cluster,weighing the innovation protection and innovation spillover,and constructing the compensation mechanism.
