With the continuous development of the social economy,there is a large number of new construction land demand because of the industrialization and urbanization process,while agricultural land conversion is the main route to the increment of construction land,and the efficiency of the conversion of scarce farmland resources to non-agricultural use has increased.It is an important issue for the optimal allocation of land resources at this stage.In this paper,to study the efficiency of agricultural land conversion,we need to answer three levels of questions:“What is the efficiency of agricultural land conversion”and“What is the status and efficiency level of agricultural land conversion in Guangdong and prefecture-level cities in the province?”and“Which factors will affect the efficiency of agricultural land conversion?This article is driven by these three levels of problems and carries out a series of theoretical and empirical analysis.Taking Guangdong as the research area and the efficiency issue of agricultural land conversion as the research theme,on the basis of relevant theories,DEA,directional distance function and Malmquist index are used,and non-desired output is used to measure the efficiency of agricultural land conversion and its changing trend,and using the econometric model to empirically analyze the impact mechanism,direction and size of the factors affecting the efficiency of agricultural land conversion,so as to improve the performance of Guangdong agricultural land conversion activities and promote the optimal allocation of land resources.First of all,from the macroeconomic background of social and economic development,the resource and environmental issues that the party and national policies focus on,and the situation of land resource management such as the utilization efficiency of construction land is not high,the stock of cultivated land resources is rapidly decreasing,and the degree of land marketization is gradually increasing.The background and significance of the research on efficiency of agricultural land conversion,and further elaborate the research ideas,methods and main research contents of the paper.Then,the definitions of agricultural land conversion,efficiency,efficiency of agricultural land conversion,undesirable output are made,and the research scope and research perspective of this paper are determined.The characteristics of efficiency of agricultural land conversion are indirect,incremental,and hysteresis.On the basis of literature review,further elaborate the classical theory on which the research theme is based,including production factor theory,land intensive use theory,natural resource value theory,etc.,to provide theoretical support for empirical analysis.Based on the statistical data of Guangdong Province and 21 prefecture-level cities,the scale,development speed,and use of agricultural land conversion in Guangdong A descriptive analysis of the structure,development characteristics and course of change.Based on the analysis of the induced demand pressure of agricultural land conversion in the province,the conclusion is that agricultural land conversion in Guangdong has a mutual promotion relationship with the development of the secondary and tertiary industries,and there is a first-order lag effect,but there is no obvious causal relationship between the level of urbanization and agricultural land conversion.And further analyze the external pressure and performance of agricultural land conversion from the aspects of ecological environment protection,rapid decline of arable land resources and threats to food security.Based on the SBM directional distance function,non-radial DEA measure method,taking into account unintended output,based on statistical data,and the number of agricultural land conversion,The loss of value of agricultural land ecological services is input.The incremental GDP of secondary and tertiary industries and CO2 emissions caused by agricultural land conversion are the output items,and the technical efficiency of agricultural land conversion in 21 prefecture-level cities in Guangdong Province is measured.Pure technical efficiency,scale efficiency,and Malmquist index reflecting the dynamic changes in efficiency,the study concluded that:The Pearl River Delta is still a region with relatively high efficiency.Except Shenzhen and Guangzhou,the two cities with the highest efficiency level,the differences in other cities in the Pearl River Delta Large,Foshan,Dongguan,Zhongshan,high efficiency level,while other cities are relatively low;non-Pearl River Delta region,the efficiency level is generally low.After the inclusion of non-desired output,the efficiency level of the local cities have declined,the efficiency values of the eastern and western Guangdong have dropped significantly,and the efficiency level of the cities of the Pearl River Delta have seen little decline.In the Pearl River Delta and some cities in the western part of Guangdong,the investment in agricultural land conversion is more redundant,while the efficiency loss in some cities in northern Guangdong and eastern Guangdong is mainly due to insufficient output.Judging from the dynamic changes of efficiency,most cities in different years have fluctuations in their efficiency level,and the efficiency level in cities such as Shenzhen,Shaoguan,Heyuan,Meizhou and Qingyuan are generally on the rise.Factors affecting efficiency are theoretically and empirically analysis after measuring efficiency.The censored Tobit model was established,taking the efficiency of agricultural land conversion as an explanatory variable,and using a series of input factors,output factors,environmental factors,and institutional factors as explanatory variables to perform a regression analysis:The factors such as the degree of upgrading of industrial structure,population density,land revenue,per capita cultivated land,land marketization,land system changes,and other factors.In addition to the per capita cultivated land area,other factors are positive relationship.The relationship between the urbanization rate of the population or per capita GDP and the efficiency of agricultural land conversion is not significant.Finally,a conclusion of the full text of the research conclusions is drawn.The full text study concludes that the efficiency of non-agricultural lands in different regions differs greatly;unintended output has a greater impact on the efficiency of farmland non-agriculturalization;and the loss of ecological service value of farm lands leads to lower efficiency values in some areas and the increasing level of urbanization does not necessarily increase the efficiency,and the impact of land system factors on efficiency is significant.It also puts forward policy recommendations such as implementing differentiated management and control measures in different regions,implementing a full-process efficiency assessment,establishing a scientific access mechanism for construction land,establishing a comprehensive compensation mechanism for farmland protection,and improving the land market transfer system.
