The phenomenon of Land Fragmentation turned into a kind of land-using characteristics have appeared very early in our country, it is caused by many factors, including:system, economy, population, geography and technology and so on. After 1978-reforms in our country, the household contract responsibility system came in force, the system properly handled the relationship between efficiency and fairness, encouraged farmers to work actively, made the country’s agricultural production get fast development in a short period of time, whose development speed got the recognition of the world. Our country agriculture has the characteristics of the large agricultural population and the shortage of land, plus a lot of farmers are scattered, although meeting the requirements of the equitable distribution and also have the function of risk-diversification, finely the shortcomings of land fragmentation is becoming more and more obvious, for example, it can lead to the unreasonable utilization of land, negative influence on the promotion of advanced machinery, improve the cost of production, etc. After China’s accession to the WTO, foreign agricultural products came into the domestic market, it has impact on the domestic farmers, engaging in agricultural production gets less and less benefit. In order to improve the labor productivity and land productivity to face fierce international competition better, the moderate scale management of land is a kind of solution must to be considered.In the short term, our country is still to have faced with the land resources are scarce problem, combined with our country urbanization development will create more demand for land, comprehensive down this is land use condition is more severe will be worse. The way to solve the problem of correlation can be only through the analysis of land use status so as to realize make full use of existing land, improve land productivity, rather than from the aspects of base from the aspects of coefficient increase agricultural output, this needs us to land productivity and its influence factors were analyzed so as to promote the achievement of these goals.For a deeper understanding of land and finely problem, this paper studies the land finely of some related theory, and the factors of land and finely mineralization are discussed in this paper, as well as considering the land system and agriculture rational role in land and finely formation and how to reduce the effects of finely the land, and land in henan region and finely empirical research, and to a concrete analysis of land and finely the impacts of current situation of agricultural production.In this paper, based on the research of the efficiency and productivity and other related theory, the reference at home and abroad in the aspects of theory and practical study, data envelopment analysis (DEA) method is used to sample the farmers land productivity is calculated and evaluated, according to the calculated result found the land productivity differences between different individuals; After comprehensive theory and the actual demand Tobit regression model is established for land finely and study the influence of the production efficiency, also covers the results of other factors on the impact of land productivity and degree. According to the results, at the end of the article gives the corresponding solution and countermeasures.In this paper, the main research conclusions are as follows:(1) The whole sample area did not achieve the full and reasonable use of land, even considering the qualification is out of the land did not materialise corresponding potential, this to the importance of agricultural production and farmers reduce is inseparable, as the development of economy and agricultural production and other production activities of the income gap is widening, farmers to the emphasis will further reduce engaged in agriculture, if measures are not taken, the land use efficiency has the potential to further reduce.(2)The results of DEA is different from the result calculated by ordinary productivity, through the DEA for the calculation of land productivity, although many farmers in the overall and efficient production level, but there are in the same limited conditions of agricultural production to achieve effective situation, shows that as long as take reasonable method can also achieve the full and reasonable use of resources.(3)According to the statistical analysis of sample areas that many areas in China there are similar to the status of the sample areas, which present land finely and the influence of the relationship between the production efficiency is not as big as we thought, and in agricultural machinery and farmers problems compared to the attention of the agricultural production is not the dominant land productivity factors. In addition, in order to curb land and finely so as to improve the level of agricultural production of some system and policy didn’t actually play the role of improving land productivity.In this paper, the possible innovation are as follows:In this paper, on the basis of previous studies, using the micro perspective, and production situation of farm household to carried on the thorough investigation, data envelopment analysis (dea) method is introduced to scientifically measure the productivity of land, the result is more practical significance. Empirical analysis of the second step is by using Tobit model, and according to actual condition to select variables, on the relationship between the variables and the land productivity has carried on the thorough analysis, to avoid the neglect using quantitative method to analyze the factors affecting the efficiency of the defects.
