Research On The Interactive Development Between Xinjiang's Resource-based Industries And Non-resource-based Industries

With the rapidly development of the economy,the supply of resources has a bottleneck,which makes the sustainable development of the industries face severe challenges.For rich resources regions,promoting economic growth by excessive reliance on resources industries often induces “resource curse”,and moreover single and low-level industrial structures are extremely likely to lead the regional economy into a "middle income trap".This article takes the resource-based provinces of Xinjiang as the research object.This is mainly because at present which according to the actual development status,Xinjiang has already formed a development model based on resource-based industries,but the development of non-resourcebased industries which still at a relatively backward or lagging stage.As a whole,it has caused the industrial structure simplification and the environment high pollution.To a large extent that has already manifested symptoms or potential symptoms of “Dutch disease”.Therefore,in order to solve the problem of resource dependence and realize the sustainable development of Xinjiang's industrial,which must to coordinate and promote the good interaction between resource-based industries and non-resource-based industries,that also to explore the resourcebased industries and non-resource-based industries on the interactive development pathway,which is great significance.In view of this,based on the theories of resource utilization and sustainable development,industrial interaction theory,industrial cycle and system theory,and effect theory.According to the analysis of Xinjiang's resource-based industries and non-resource-based industries development characteristics that proposed the idea of “interactive development of resourcebased industries and non-resource-based industries”.The theoretical framework of interactive development between resource-based industries and non-resource-based industries was established from the three levels of “industry interaction relations—industry interaction dynamics—industrial interaction effects”,and use empirical analysis conducted to demonstrate the interactive relationship between the both,the driving forces affecting the interaction between the both,and the effect result of the interactive development between the both.Finally,based on the above analysis that proposed the interactive development path between resourcebased industries and non-resource industries in Xinjiang.The results of this study show that:1.The development of Xinjiang resources industries and non-resource-based industries has obvious scale and structure heterogeneity,significant unbalanced configuration of production factors,and strong differences in energy conservation and emission reduction.(1)Xinjiang's resource-based industries and non-resource-based industries are seriously out of balance,forming a "big one and one small" industrial industry structure.(2)The allocation of production factors relies heavily upon on Xinjiang's resource-based industries.(3)Xinjiang's resource-based industries have high energy consumption and high emission characteristics,while non-resource-based industries are contrary to resource-based industries.2.Xinjiang's industries achieve high-quality development and must coordinate the development of supporting industries,but also the interactive development of industries is the key to coordinated development.From the theoretical analysis,it shows that the relevance and internality of the industrial economic operation system are the basic conditions for industrial interaction,dynamic is a multiple factor affecting industry interaction,and the effect is the result of industry interaction.On this basis,that was constructed a more comprehensive theoretical research framework.Through theoretical analysis and empirical tests,there are three interactive relationships between resource-based industries among non-resource-based industries and various sub-industries in Xinjiang.That is,resource-based industries and non-resource-based industries generally exhibit excellent symbiosis.When it comes to the relationship between the sub-industries of the two types of industries,it is mainly the relationship between neutralism and commensalism.3.The interactive development of resource-based industries and non-resource-based industries in Xinjiang has been influenced by endogenous dynamics and exogenous dynamics have dual effects.From the empirical analysis of the overall stage and different stages,although there are differences in the degree of influence between the dynamic factors that affect the interactive development of resources industries and non-resource industries,on the whole,the level of marketization level and government regulation ability are the main driving forces for the interaction between Xinjiang's resources based industries and non-resource-based industries,which also demonstrates that the development of industrial economy in Xinjiang rely mainly on exogenous dynamics,that the combination function of the government and the market,while in the endogenous dynamics,the technical progress is stronger.4.There are differences in the internal effects and external effects of the interactive development between resource-based industries and non-resource-based industries in Xinjiang.There are differences in the internal effects and external effects of the interactive development between resource-based industries and non-resource-based industries in Xinjiang.The results show that the interaction between resources-based industries and non-resource-based industries must have a positive and significant effect on internal effects and external effects,while have greater effect on internal effects than on external effects.In the interaction between resourcesbased industries and non-resource-based industries,there is the positive impact on the all exist observations of each sample of internal effects,among them that the total effect of the upgrading industrial structure and the rationalizing industrial structure are the greatest.In addition,in the interaction between resources-based industries and non-resource-based industries,there is the positive impact on the all exist observations of each sample of external effects,but the total effect of the observation variables of labor employment and regional economy is the largest.5.Propose the pathway of the interactive development of resources industries and nonresources industries in Xinjiang includes two main lines: sub-industry internal interaction path and the external path of industrial interaction.Sub-industry internal interaction path: formed “Resource-consuming-based industries drive the development of medium and high-tech nonresource-based industries and traditional non-resource-based industries”-“Medium and high-tech non-resource-based industries complementary development with resource-processingbased industries,resource-processing-based industries drive the development of resourceextracting-based industries”-“Traditional resource-based industries integrated development with medium and high-tech non-resource-based industries” of the internal path.The external path of industrial interaction: from the two levels of the market and the government,which to guarantee the external path of the interactive development of resource-based industries and nonresource industries.Ultimately,by combining the sub-industries internal interaction path and the external path of industrial interaction,that will be formed the optimal path for the interactive development of resource-based industries and non-resource-based industries in Xinjiang.
