With the entry of socialism with Chinese characteristics into the new era,the development of China's real estate supply and housing security has entered a new stage.The public rental housing has become the main form of housing security with Chinese characteristics,the core component of the housing security system and the important direction of the housing system reform.The development of public rental housing is an important measure to improve the existing housing supply system,make up the short board of rental housing,and achieve the settlement of resident's housing problems.Under the joint efforts of the Central Government and local governments,the supply scale of public rental housing in China has been expanding.The public rental housing is playing an increasingly important role in housing security.By the end of 2016,11.26 million families has moved into the public rental housing in China.However,the public rental housing is also facing many development bottlenecks.Such as the design of the supply system can not match the actual security needs which leads to a large number of public rental housing vacancy,public rental housing pricing is not perfect which is not conducive to the sustainable development and the role of the public rental housing,public rental housing supply performance management is weak and so on.These problems are in urgent need of research and improvement.The researches of public rental housing usually studies from the perspective of demand.This paper studies from the perspective of supply.Based on the theory of the development concept of supply side reform and the R-SCP paradigm of industrial economics,this paper focuses on improving the supply of public rental housing.This paper mainly studies three problems,which are the optimization of the supply system,the improvement of the supply pricing behavior and the improvement of the supply performance in order to promote the healthy and sustainable development of public rental housing and to improve the living standard of the masses.The main content of the paper consists of three parts.The first part covers the first and the second chapters.It mainly expounds the purpose,content and technical route of the research.It also summarizes the relevant literature and theories of the supply system,rent pricing and performance evaluation.The second part is consisted of the third,fourth,fifth chapters.Based on the R-C-P theoretical framework,the overall conduction mechanism of "supply system affects supply behavior and supply behavior affects supply performance",this paper systematically analyzes the supply system of the public rental housing,pricing behavior and performance evaluation.The third chapter starts with the international experience and the domestic evolution on the supply system of public rental housing,and focuses on the typical city of Shanghai.It analyzes the supply framework,the supply path and the existing problems of the supply system.These analyses lay the foundation for the follow-up study of the full paper.The supply behavior of public rental housing is regulated and restricted by the supply system.Supply behavior is also the implementation path and support for the substantial supply of the supply system.Rent pricing is one of the core supply behaviors of public rental housing.Study on perfecting the rent pricing behavior is critical for ensuring the sustainable supply of public rental housing and improving the supply performance.Therefore,the fourth chapter takes the pricing behavior as the focus of the analysis of the supply behavior,starting with the analysis of the current pricing status and problems of public rental housing.By defining the sustainable connotation of public rental housing and exploring the internal mechanism of rent pricing based on sustainable economic development,a new pricing model is proposed,and the pricing mechanism is restructured innovatively.It is proved that the new mechanism can meet the requirements of the sustainable economic development well,while taking into account the affordability of the government's financial expenditure,and strengthening the housing security utility of the core security population.It also provides a solution for the problem of substantive integration of the public rental housing and low rent housing in China.The performance of public rental housing is the most direct reflection of the implementation of the supply system and the actual effect of supply behavior.The fifth chapter studies the supply performance of public rental housing.The performance of public rental housing is a direct reflection of the final effect about the implementation of the supply system and the supply behavior.The performance evaluation of public rental housing can be carried out from three aspects: macro,meso and micro level.The analysis of the supply performance from the micro level of public rental housing projects helps to observe and analyze the rationality of the supply system and the supply behavior in more details.In addition,the availability of data is also important.Therefore,the fifth chapter carries out the analysis of the supply performance from the micro level.It starts with the definition of performance connotation,constructed the performance index system of public rental housing supply,and selected New Shang Jingyuan and Xin Yue Apartment in Shanghai for empirical cases.The empirical results show that the public rental housing supply performance in Shanghai is generally good,which is closely related to the overall rationality of the supply system design and the scientific delivery of the supply behavior.It also confirms again that the supply system affects the supply behavior and the supply behavior affects the supply performance.At the same time,the satisfaction performance is of special significance to for measuring and improving public rental housing supply performance and correcting supply behavior.The fifth chapter also studies on the satisfaction performance of public rental housing.Through regression analysis,we find that rent pricing and other indicators have a significant impact on satisfaction performance.The third part is the sixth chapter.Based on the previous research,the main conclusions and prospects are put forward from the perspective of theoretical research and practical promotion.There are three main innovations in this paper.First,the research framework and perspective are new.From the perspective of supply side,this paper integrates the supply system of the public rental housing,pricing behavior and supply performance evaluation into the same research framework.This research method,which fits the current national development strategy,helps to study the supply of public rental housing in China systematically.Second,the paper innovatively points out that the design of public rental housing supply system lacks of the endogenous economic sustainable mechanism.It puts forward a new model of rent pricing based on the economic sustainability.In addition,it reconstructs the pricing mechanism of public rental housing,which provides a solution for the problem of substantive integration of public rental housing and low-rent housing in China.Third,the research content of public rental housing supply performance is relatively new.Therefore,this research can provide a useful reference for the research field on the supply performance of public rental housing.
