Research On The Construction Of Public Rental Housing Supply System

Public housing is a significant livelihood project in China. After years of construction, China's urban public housing system has converted from a system combined by low-rent housing, affordable housing and public rental housing as three key complementary roles to a system placed public rental housing as a pillar. However, there are many obstacles need to be worked out in the process of supplying public rental housing, such as the shortage of money and land, the huge gap between supply and demand.This paper at first reviewed the evolution of China's public housing policy, explained the important position of public rental housing at this stage and made an analysis about public rental housing's many features. We also studied the evolution of the United States and Japan's public housing system, mainly analyzed on the two countries how to adjust public housing policy constantly along with the advancement of economy and the rising housing stock. Then, we researched about the problems in current process of public rental housing supply: lack of capital, the land scarcity, contradiction between supply and demand, and we proposed a solution to those problems: to strengthen the effective supply of public rental housing. In order to solve those problems, we established a public rental housing supply system preliminarily, and analyzed all the elements of a housing provision system, including the housing providers, the housing resources and so on. We also introduced a national public housing pilot city Huangshi's practice on public rental housing, mainly from three aspects: the object families, the source of housing and housing supply mechanism. For the different circumstances in all the cities, so the difficulties vary widely in different cities' supply process of public rental housing, we can only research the difficulties generally.
