Urban transformation is a kind of stress reaction to internal and external environmental pressures,which is manifested in the self-repair and radical changes of the urban system.This process does not aim at adapting the city to the environment,on the contrary,the environment has been obviously improved and tended to be better because of the urban transformation,which is more conducive to urban development.As one of the five development concepts,"green" is an important manifestation of people's yearning for a better life,and also a necessary condition for the sustainable development of human society.Integrating the concept of green development into the relevant research of urban transformation is not only an inevitable demand under the times background,but also a feasible way for urban development to return to its original nature.Based on this understanding and relevant theories,this dissertation starts from the green transformation,with the research subjects of 97 cities in coastal urban agglomerations,taking the efficiency as the measurement basis of urban(agglomerations)green transformation,and studying its realization mechanism.Firstly,a conceptual model of urban green transformation is constructed,which is unified in the dimensions of environment,economy and society,so as to limit the scope of research and lead the full text structure.Secondly,the paper designs a model for measuring the green transformation efficiency of 97 cities by the super hybrid efficiency model with window analysis,and calculates the average efficiency of provinces and urban agglomerations.Furthermore,the dissertation calculates the weighted average efficiency of urban green transformation,depending on the influence(contribution)degree of a single city on its urban agglomeration.Thirdly,in order to test the accuracy of the weighted average efficiency of urban agglomerations green transformation and confirm the rationality of the efficiency measurement model of urban green transformation,the research tries to use Logistic model and Dendrinos-Sonis model to assist the study,and completes the consistency check of efficiency by combining quantitative calculation and qualitative analyses.Finally,based on the conceptual model of urban green transformation,the dissertation separates the relevant indicators from three levels,namely,physical space,capital&technology and stakeholders,analysing the key factors that influence the differences in the efficiency of urban(agglomerations)green transformation,and then puts forward the possible realization mechanism.The general conclusions(policy implications)drawn in this study include:(1)every city has the opportunity to achieve a higher efficiency of green transformation,regardless of its size,however,cities in the south of the Yangtze River has a relatively better one;(2)the green transformation efficiency of large urban agglomerations is relatively better,which is closely related to the development mode of cooperation and complementarity between cities within the urban agglomerations;(3)water,energy and waste gas have the greatest energy-saving potential,which is the key to reduce the efficiency as a whole,however,the factor efficiency of water and waste tends to be better,whereas that of energy is on the contrary;(4)there is a U-shaped parabolic influence relationship between urbanization rate and green transformation efficiency,but at present,the urbanization rate of most cities is still on the left side of the parabola,that is to say,despite the high urbanization rate in these regions,the quality of urbanization is not ideal,the construction of new urbanization should give priority to quality,followed by considering the speed of promotion;(5)diversification or specialization of industries deviating from resource endowment are the major taboos of urban industrial layout.Generally speaking,the first city should take the lead in developing all kinds of advanced manufacturing and modern service industries,giving priority to developing headquarters'economy in order to strengthen the radiation width and driving effect,while the small and medium-sized cities should correspond with the first city in the industrial layout to ensure the continuity and integrity of the urban value chain;(6)promoting the urban(agglomerations)green transformation requires scientific and rational institutional arrangements,that is,further improving the environmental legal system and law enforcement mechanism,implementing the responsibility system and supervision mechanism,introducing the market mechanism to participate in environmental governance,building an "efficient service-oriented" government,and promoting the gradual formation of green value orientation of the whole society.The possible contributions of this study include:developing a efficiency measurement model of urban green transformation based on super hybrid efficiency method;identifying the key factors and then putting forward the realization mechanism of urban agglomerations green transformation.
