Innovation output is an important output of "Innovation-Driven Development" and the main content of“Innovative Country Construction,.China's eeonomy has shifted from high-speed growth to high-quality development,and insufficient innovation capacity is the biggest bottleneck in the new round of economic transformation.Therefore,as a key dimension of regional innovation capability,technology innovation output needs to be improved.President Xi Jinping emphasized that the more underdeveloped the regions are,the more they need to implement innovation-driven development strategies,the more they need to increase the power of scientifie and technological innovation.In the past two decades,the Central and Western regions have made remarkable achievements in economic growth by gradually advancing the strategy of“Westerm Development" and "Rise of Central China,.With the implementation of the economic catch-up policy,the eentral and western regions have farther developed a strategy of catching up with the regional innovation in the face of the dual pressures of growth and transformation.However,the national innovation output level still maintains the dynamic trend of "the strong one is stronger,the weak one is weaker55.The contribution of the central and western regions to the national innovation output has not been shown substantial changes,and the gap of the number of patents per capita between the western and central regons and east region has gradually expanded.The deeper reason why the regional gap in innovation output cannot be effectively alleviated is that the failure of the innovation catch-up policy in the central and westerm regions,that is the existed polices cannot promote the simultaneous growth of innovation like the economy growth.Some sub_central governments have "offside","misplaced" and"missing" blindly expanding innovation investment in the name of innovation leapfrogging,showing the single and convergence of the innovation policy structure in the central and western regions,further aggravating the nationwide innovation split and high quality development,aims.Therefore,while facing the objective existence of the regional gap of innovation output,we should systematically analyze the convergence trend of China's provincial innovation output and the influencing factors of high-level convergence steady state transition.Specifically,this article aims to answer the following questions:First,at the new stage of China's economy,does the provincial-level regional innovation output have a convergence trend?Second,at the theoretical level,what influence factors have an impact on the spatial convergence of regional innovation output?Third,based on China's specific innovation practices,what influence factors have a significant impact on the spatial convergence of provincial-level regional innovation output?Fourth,is there a convergence club for regional innovation output in China's eastern,central and western regions?And do the influencing factors have different effects on the growth rate and spatial convergence of innovation output growth and spatial convergence in the eastern,central and western provinces?This paper mainly combines regional innovation system theory,knowledge production function and regional intellectual capital concept to build theoretical discussion framework of "innovation input-innovation subject-innovation environment—the convergence of innovation output”based on economic growth theory,innovation market failure theory,system failure theory and federal system theory.The spatial convergence of regional innovation output,its category characteristics and influencing factors are analyzed therotically and empirically.This paper follows the overall research ideas of "analytical framework construction-theoretical proof-empirical test",along the "document review and basic theoretical research-analysis framework construction and theoretical proof-a convergence status and trend analysis-P convergence empirical test and the interpretation of the influencing factors-the countermeasures and suggestions".The theoretical analysis,model deduction and econometric empirical test and other means are applied to conduct research.The main research methods,contents and conclusions of this paper are as follows:(1)Based on the conceptual analysis model and theoretical model,the impact of innovation input,innovation environment,innovation subject participation on regional innovation output growth and innovation output convergence is analyzed from the theoretical level.(2)Through the a convergence analysis method,the trend of convergencing of innovation output to the median value of each period is analyzed.(3)Combining the exploratory spatial data analysis method,using the |3 convergence analysis model,the empirical test is carried out by using the individual and two-way fixed effect models that are not included and included in the spatial spillover effect.In the provinces with low initial output levels,the output growth rate is higher than the provinces with higher initial output levels.The nationwide innovation and development is generally good.(4)The spatial characteristics of high-level concentration of innovation output in the coastal provinces in the east,forming a high-level convergence club with innovative output in the adjacent coastal areas of the east.In the central and western provinces,innovation is "sticky",and the inter-provincial innovation output is less relevant and dependent.(5)It is equally important to construct an appr,opriate innovation environment,rationally allocate innovative resources,and strengthen the diffusion of innovation output and expand innovation investment.The main innovations of the paper are:(1)An empirical research method to improve the spatial difference and convergence of research innovation output.Since the regional innovation system involves more variables,in order to prevent the influence of missing variables,this paper controls the individual and time effects of missing variables based on the individual and two-way fixed effect models.The spatial spillover of innovation output and control variables is included in the model to avoid ignoring the convergence estimation bias caused by spatial autocorrelation.It makes a reasonable and scientific judgment on the existence,category,influencing factors,convergence speed and half-life of regional innovation output spatial convergence.(2)For the first time,the regional innovation system theory,knowledge production function and regional intellectual capital concept are applied to construct the regional innovation output convergence analysis framework,and the innovation input and the environment and innovation subject participation are systematically incorporated into the research model.Although the spatial convergence of innovation output has become a research hotspot,the system's convergence analysis framework is still mainly caried out in areas such as economic growth.The study of regional innovation output convergence has not yet formed a systematic conceptual model and research paradigm.Therefore,from the perspective of whether the variables can be used as effective convergence conditions,the individual and the overall test,from the perspective of regional innovation output spatial convergence,the output research on the innovation input factors,the innovation environmental factors,the response of the innovation subject participation,etc.Large expansion space.(3)Based on the principle of "leading,coordinating,efficient,and fair" and proposing high-quality innovation as the development goal.Considering the differences in characteristics caused by economic conditions,resource endowments,innovation foundations,cultural concepts,folk customs,etc.in the long-term development of the provinces in the eastern,central and western regions,the empirical analysis of the eastern,central and western regions is carried out in order to obtain the same variables for the eastern,central and western regions.Relevant conclusions about the different effects of the growth rate of innovation output in the provinces,and put forward a"combined" policy of adapting to local conditions.
