was put forward on the basis of examining the reality of China's economic and social development and following the Marxist development theory.At the same time,Xi Jinping also stressed that: Sharing is the essential requirement of socialism with Chinese characteristics.At the 19 th CPC National Congress,Xi Jinping put forward the new concept of development as the basic strategy of the Party's governance and administration,which highlighted the importance of shared development,and shared development is of great importance to the development of the Party.It is of great significance to guide the construction of socialism with Chinese characteristics in the new era.At present,many achievements have been made in the construction of urban community culture,but there are also a variety of specific problems,such as the lack of broad participation in the main body,the lack of clarity of the main body's rights and responsibilities,and the insufficient enjoyment of cultural achievements,etc.These problems are the main restricting factors of urban community culture construction,and sharing development is the key to solve these problems.At this stage,urban community five stages: one is the initial stage of socialist transformation and preliminary construction of urban grass-roots culture;the other is the initial stage of promoting the construction of community spiritual civilization.The third is the experimental exploration stage of the extensive mass spiritual civilization creation activities in the community,and the fourth is the comprehensive development stage aimed at safeguarding the cultural rights and interests of the community residents.The fifth is to cultivate and practice the socialist core values in the community-based comprehensive deepening stage.During these five stages,the urban community culture has been built.Many experiences have been accumulated in the course of the journey,as follows: the leadership of the Party in the work of community cultural construction is the fundamental guarantee for residents to share cultural achievements,and adhering to both material and spiritual civilization is the main support for residents to share cultural achievements.People-centered work orientation is an important prerequisite for residents to share cultural achievements.Ensuring the socialist development direction of community culture is the institutional basis for residents to share cultural achievements.The third chapter tries to analyze the main experience and enlightenment of urban community culture construction in China from the perspective of shared development.In recent decades,various forms and rich contents of urban community cultural construction practice has been widely carried out in grass-roots communities,can be described as "a hundred flowers blooming",showing a vigorous development trend.To promote the construction of urban community culture from the perspective of shared development,weshould investigate the current situation from the perspective of practice,take the typical case of urban community culture construction as an example,focus on the analysis of its main practices and results,and sort out the experience in the analysis of the case.Then draw the experience enlightenment,only in this way can put forward the countermeasure suggestion fundamentally.The fourth chapter analyzes the difficulties and causes of urban community culture construction from the perspective of shared development on the basis of case analysis.The main dilemmas of urban community cultural construction are achievements of community culture.These models and experiences enlighten us that the government attaches great importance to and invests in a great deal to provide the basis for the residents to share the cultural achievements,and the social forces are widely involved.It broadens the channels for residents to share cultural achievements,and multi-cultural policies ensure that residents enjoy rich and diverse community cultural achievements in an all-round way.On the basis of the analysis and demonstration of the previous chapters,the sixth chapter puts forward the countermeasures and suggestions to promote the construction of urban community culture with the thought of shared development from the perspective of practical application.Promoting the construction of urban community culture from the perspective of shared development is an important issue with both bright theory and strong practicality.The construction of urban community culture depends on the guidance of the
