The study on Openness of Service-oriented Government is an value perspective.Government can be described an organization,also can be considered a mechanism of public action.Government openness is viewed as extent of The Other participation.In this paper government is analyzed three parts function,structure and action.Anyone of three parts rejects participation of The Other,so government is thought lack of openness.It also means lack of openness if they form a unique correspondence to each other.This paper studies the openness from two aspects:government construction and government operation.The former is divided into three aspects:function construction,structure construction and construction personnel.The latter is divided into internal operation,external operation and factors flowing.From construction perspective,the function of Rule-oriented Government was constructed in a low level and completely closed.The function of Manage-oriented Government is constructed more open.The nation-state and sovereignty cannot be constructed and this leads it to a lack of openness.From the perspective of the internal structure,Rule-oriented Government is endogenous.Organization as the tool of the ruler is externalization of the hierarchical system and personal bondage,and it is also a low degree of constructivism.Bureaucratic organization of Manage-oriented Government is independent in the form.It is limited openness because organization runs according to Law.From the external structure,Ruled-oriented Government is Paternalism to society,which overrides society and rules society.Rule relationship cannot be changed,and coveting to dominion would been brutal blow.Fields become divided in industrial society.The relationship becomes more constructed which include governance relation and the equal civil relation between Manage-oriented Government and the society.From the perspective of constructors,the number of Rule-oriented Government is limited.The ruler is the only construction subject,and the ruled people have no opportunity to construct the government at all.Number of people who constructed the government grows comparing Manage-oriented Government to Rule-oriented Government.In fact,it is still a small number of people in political participation who come from the central group.From the perspectives of operation,internal operation or external operation of the Rule-oriented Government is based on the power which is closed.Information flow,human mobility and material flow are unidirectional,which is closed.The position of organization becomes an independent kingdom about internal operation of the Manage-oriented Government.The Position splits the members of the organization,which manifest the discretion of arbitrary tendencies and excludes other meaning interpretation.The lack of openness is the root of bureaucratic culture.Legal,economic and management methods are main tools of Manage-oriented Government which is Instrumental rationality.Civil servants behave only in accordance with the statutory norms that refuse to bear any other responsibility outside the law.The logic of scientific rationality further lowers the role of citizens in Public Affairs.Information flow,human mobility and material flow are controlled by the Central-Periphery structure.The government as civil subject transacts business in the market that falls into the contradiction between the public and the private.Representative democracy reflects the openness of its limited,even so it is alienated.Government openness has certain regularity.Openness of government is subjected to social development,and Government openness also promotes social development.Government openness is related to people mobility,knowledge communication and information flow.There is some correlation between Transaction Cost and government openness.In specific historical period,the government should maintain openness within the scope of certain limit.More than or less than thislimit,Openness should not go beyond the scope that society can bear.In the globalization and post-industrial society,high complexity and high uncertainty makes Manage-oriented Government openness is under pressure.Science and technology presents new atomy features which have unlimited commensurability,and individual mobility based public goods has also been enhanced.Individuation becomes a trend.High mobility penetrates the sovereign boundaries of the nation-state,and gradually formed a framework of public action of supra-national state.Demand for publicity of supra-national state is increasing.Material resource scarcity dies away.This eases up economic constraints of government openness.Creativity becomes more important spiritual resources.Cultural diversity challenges homogeneity of Manage-oriented government.In Globalization and post-industrial society,knowledge and information flows on support of faster network technology.Access to information and knowledge develops towards a balanced distribution of opportunities.These factors not only bring pressure to the government openness,but also create favorable conditions for the government further openness.The formation of Service-oriented Government should also start from construction and operation which cover function,structure and acton.It’s necessary that ethical spirit unifies multiple contradictions.The framework of public action shouldered by the government alone is sharing to the multicenter and individual actors.Correct understanding of self is basis of individual actor openness.Self is constructed by The Others.It is constructed by others more full more perfect,and so it needs that Self keeps more open.Therefore,the opening of the Service-oriented Government is not only the opening of the physical system and institutional system,but also the openness of the consciousness and the spiritual mentality.Both the whole and the individual achieve perfect state about consciousness,action,experience under the guidance of the ethical spirit.
