Community "micro-governance" Research

Community is the basic unit of social governance,and community governance is the foundation of national governance.It is of great significance for the implementation of national policies,the stability of social order,the vital interests of the people and the consolidation of grass-roots political power.In the practice of community governance,a series of new governance innovations have emerged in recent years,trying to solve the governance problems below the community level by means of administrative subsidence and autonomous subsidence.This paper calls these practices "microgovernance".From the perspective of theory,as a practice of community governance innovation,"micro-governance" involves issues such as national capacity building,grassroots autonomy,construction of governance system and capacity,and adjustment and improvement of power operation mechanism.The research on the generation and development of micro-governance is of great significance for the study of community governance areas,the understanding of the operation mode of grass-roots political power and the exploration of the inherent potential of grass-roots people's autonomy.Theory,state theory,this paper USES community scale theory,cooperative governance theory,empowerment and participation in energy theory,the theory of collective action at the grass-roots level to study the phenomenon of "governance",on the one hand,apply the theory to the practice,practice to theory,on the other hand to examine through practice theory,the applicability of the analysis of the situation in China.From the practical level,the modernization of national governance system and governance capacity can not be realized unilaterally by relying on top-level design.It requires continuous exploration and experiment in practice to find the appropriate way and road.As an attempt in the exploration of the modernization of national governance system and governance capacity,the innovative practice of community governance has a very important and far-reaching significance.It is of great significance to study the generation,development,applicable conditions,operation mechanism and influencing factors of "micro-governance" for promoting the positive development of "microgovernance" at the grassroots level and strengthening the basic national capacity and grassroots autonomy.This paper is mainly divided into seven parts.The first part is the introduction,which mainly introduces the research methods and significance of "micro-governance" and sorts out the relevant domestic literature and materials.The second part is the first chapter,introduces the general principles of micro management,this chapter from the scale and the relationship between governance performance,the tension of administration and self-government and analyzes three kinds of social capital Angle,think that the advantage of "governance" is in smaller field space form the balance between autonomy and administrative,and by strengthening the social capital to improve the governance performance.The third part is the second chapter,which introduces the current situation of "location theory" of urban and rural communities in China,and specifically analyzes a series of problems in the current "micro-governance" of urban and rural communities and the specific situation of each governance subject.The fourth part is the third chapter,which mainly introduces the practice types and mechanisms of "micro-governance".It puts forward that there are four types of "microgovernance",which are executive-led,member autonomy,market-led and mixed,and generalizes the characteristics of these four types of "micro-governance" through actual cases.In the mechanism part of "micro-governance",it mainly introduces six types of mechanisms that maintain the normal operation of "micro-governance",which are resource integration mechanism,empowerment and constraint mechanism,collective decision-making and consultation mechanism,multi-subject coordination mechanism,personnel generation and docking mechanism,and support and guarantee mechanism.The fifth part is the fourth chapter,mainly analyzes the formation reasons of "microgovernance".This chapter analyzes the causes of "micro-governance" from both theoretical and practical perspectives.In terms of theory Angle of view,this chapter from the community theory,the tension of administration and self-government,collective action theory and social organizations to supply public service four aspects carries on the analysis,in the perspective of practice,from the social changes,strengthen the leadership of the party,solve grass-roots self-government idling three aspects carries on the analysis,think that the emergence of "governance" has both its theoretical basis,but also inseparable from the real-world problems.The sixth part is the fifth chapter,which mainly analyzes the functions and possible deficiencies of "micro-governance".From the perspective of function,microgovernance improves the modernization level of governance,the national capacity,and the degree of refinement of social governance.Although a series of achievements have been made,"micro-governance",as a governance practice,is still not completely straight-out in the relationship positioning between governance subjects,and at the same time,there are risks of "secondary administration",fragmentation and sustainability.The last part is the sixth chapter,which mainly discusses the path to improve the community "micro-governance".This chapter puts forward how to perfect the path of "micro-governance" in line with the current reality of China from five parts:strengthening the role of the Party's leadership core,deepening the mechanism construction of "micro-governance",improving the system construction related to autonomy,reforming the system and mechanism of grass-roots governance,and cultivating and developing social capital.
