Studies On The Evaluation And Promotion Of Social Contradictions Governance Capacity Of Grassroots Government

The grassroots government’s capacity to manage social conflicts is the foundation of the country’s governance capacity.Faced with the two "profound changes unseen in a century",based on the new development stage,applying the new development philosophy,building a new development pattern,advancing rural revitalization,and coping with the continued impact of COVID-19,the capacity of grassroots governments to manage social conflicts has become particularly important.Based on the actual situation of the social contradiction governance capacity of the grassroots government in our country,this paper explores the main dimensions and index system of the evaluation of the social contradiction governance capacity of the grassroots government,taking four grassroots governments(two township governments and two sub-district offices)as samples,by building a model to conduct empirical analysis to find out the main problems and causes of the grassroots government’s capacity to manage social conflicts,and systematically proposes countermeasures to improve the grassroots government’s capacity to manage social conflicts from five aspects.It provides new perspectives,paradigms,methods and means for the modernization of grassroots governance systems and governance capabilities,and policy support for improving grassroots governance capabilities.This article is divided into 8 chapters.Chapter 1 introduces the background and significance of the topic,systematically lists relevant research results domestic and overseas,and proposes research ideas,basic contents and research methods.Chapter 2focuses on analyzing the basic theories of grassroots governments’ capacity to manage social contradictions such as the theory of contradictions among the people,the "meta-governance" theory,the comprehensive evaluation theory,and the crisis life cycle theory,based on the concept to define the grassroots government’s capacity to manage social contradictions.Chapter 3 uses the grounded theory research method,taking "governance subject-governance process" as the logical framework,to construct the multiple dimensions for evaluating the social conflict governance capacity of grassroots governments,including organization leadership,conflict prediction,conflict response,conflict tolerance,and conflict resolution.Chapter 4 puts forward the design ideas and framework of the evaluation index system of the grassroots government’s capacity to manage social conflicts by relying on the evaluation dimension of grassroots government’s capacity to manage social conflicts,and following the principles of scientific,systematic and feasible.On this basis,an evaluation index system is constructed and its reliability and validity are tested,in which each indicator is weighted by using the analytic hierarchy process.Chapter 5 uses the fuzzy comprehensive evaluation method to make an empirical evaluation of the four grassroots governments,draws evaluation conclusions,and analyzes the key factors that cause the level of social conflict governance in the sample areas on the basis of determining the weight of the evaluation indicators for the social conflict governance capacity of the grassroots government and the selection of empirical samples.Chapter 6 combines the research and interview data with the empirical analysis results and points out that due to limited resources at the grassroots level,high governance costs,unclear political and social boundaries,changes in the field of public opinion,unlimited responsibility pressure,and limited assessment and incentives,social psychological imbalance,social and local style anomie and other reasons,there are still certain problems in the current grassroots government’s capacity to manage social conflicts.Chapter 7follows the research ideas of this paper,bases on the scientific index system,reasonable empirical analysis,and realistic attribution analysis,and puts forward practical and feasible countermeasures for improving the capacity of grassroots government to manage social conflicts from the aspect of stabilizing the political foundation,strengthening the prevention and early warning,improving emergency decision-making,consolidating the guarantee foundation,and innovating the resolution mode.Chapter 8 summarizes the main research conclusions of this paper and proposes the next research direction.The research results and innovations of this paper are mainly reflected in the following three aspects: Firstly,with the grounded theory as the research method,following the research idea of "practice rising theory",a more descriptive evaluation dimension of the grassroots government’s capacity to manage social conflicts has been constructed;Secondly,an index system for evaluating the capacity of grassroots governments to manage social conflicts was designed and has proved scientific and feasible through the reliability and validity test.Thirdly,four sample grassroots governments were selected for empirical analysis,and the research sorts out the actual attribution and optimization countermeasures of grassroots governments’ capacity to manage social conflicts based on the dual perspectives of both quantitative and qualitative.
