With the continuous development of China's education system reform and the socialist market economy, carrying out the training mode with work study combination, school enterprise cooperation has become the consensus of the administrative departments of education, vocational schools and academic circles. Since entering the new century, the State Council in2002,2005has released two "vigorously develop the vocational education decision", vigorously promote the "service as purpose and employment as guidance" as school guidelines and the "school enterprise cooperation, work study combination" as talents cultivation mode. Our country's vocational education has entered a rapid development period. But the mechanism of sustainable development of school enterprise cooperation has not yet been established is the bottleneck restricting for the development of our vocational education.Dual system of German Vocational Education enjoys excellent reputation in the world and is also model study in our country vocational education sessions. Dual system determines the necessity and constancy of occupation education and school enterprise cooperation from its beginning. Its success also depends on the constructive cooperation between enterprise and vocational school. But in1950's to1960's vocational school and enterprise were actual in disconnected state. The school enterprise cooperation alienation caused painstaking research of German vocational education circles to the dual problem for many years. In recent years the research is extended to the place of study cooperation with broad field of study. Study and interpretation of the school enterprise cooperation mechanism in German vocational education, comparison to our school enterprise cooperation on the basis of understanding, promoting the construction of our school enterprise cooperation mechanism, are the original intention of this paper.The full text is as follows:The first chapter analyzes the importance and decisive significance of the solution of school enterprise cooperation to the development of vocational education and points out that perfecting the mechanism of school enterprise cooperation is deepening the vocational education reform and key breakthrough to the bottleneck of school enterprise cooperation. By defining the key concepts of the school enterprise cooperation, vocational education, mechanism, the concept of the scope of this study is defined. And the analysis of relevant research results proves the necessity and feasibility of the research topic.The second chapter is the system review of German vocational education. Firstly taking "places of study" as the representative of the development for school enterprise cooperation as a research starting point analyzes the German school enterprise cooperation research achievements and characteristics. Lay the cognitive foundation for subsequent in-depth analysis. Then the basic framework of the German education system is introduced, based on the macro understanding and combing the German vocational education system under the Constitution and characteristics. The so-called double elements are the enterprise and vocational school. At last this chapter describes the German vocational school in its development to stick with the new process of inheritance and innovation, and strive to interpret the German vocational school education task with wide perspective in the long time of the dimension, deepen our understanding of the German school participation in school enterprise cooperation to improve understanding and improve our school roll.The third chapter is the analysis of the legal system of school enterprise cooperation of German vocational education. First the laws on the German vocational education involved is analyzed to outline the legal system of school enterprise cooperation in germany. Then from "vocational education law", the most importance of German vocational education legal system, the legislative process, legislative history, scope of application, provision structure are compared, and especially the school enterprise cooperation in the content are the key consolidation. Finally, taking the school enterprise cooperation laws and regulations of local level as the breakthrough point, combing the sixteen German federal state school law to the cooperation between school and enterprise, analyzes the present situation and characteristics of the legal construction of school enterprise cooperation.The fourth chapter elaborates school enterprise cooperation framework and operation mode of the German vocational education. The enterprise cooperation of German vocational education is carried out under certain framework. This chapter takes enterprise cooperation framework as the main line, shows German school enterprise cooperation framework from national to local level, and focuses on the analysis of current situation and problems of the enterprises participating in the cooperation between the two organizations.The fifth chapter is a review of action plan of school enterprise cooperation in Germany. The construction result of Mechanism needs to be examined in practice to be improved. With selection of outstanding action plan of german school enterprise cooperation in popular areas from the school enterprise cooperation plan, the typical test, information technology, the development path under the external conditions changing in Germany of school enterprise cooperation is introduced.The sixth chapter is theoretic analysis of long-term mechanism of school enterprise cooperation in vocational education. This chapter is the closing part of the paper, which taking the whole philosophy as guide, explains difficulties and contradictions in the construction of long-term mechanism of school enterprise cooperation with the experience of Germany under the care of two specific cooperation paradigm. The positive suggestions to establish a long-term mechanism of cooperation between school and enterprise in China are offered.
