Comprehensively deepen and promote the reform of quality education is the important measures to realize the strategy of developing the country by relying on science and education in our country, is the realization of national innovation, social progress, the only way to realize national rise. Junior high school education as the key national nine-year compulsory education stage, establish evaluation system suited to the characteristics of the junior middle school students' quality structure has already become the important content of diathesis education reform. Long-term since, our country is in the process of reform of junior middle school students' quality education, the corresponding evaluation system has not yet keep up with the pace of reform, the lack of a comprehensive evaluation system operability, plus, because of the influence of traditional education, still use the traditional education evaluation system, comprehensive quality education evaluation become a mere formality, which run counter to the direction and goal of the reform of quality education. Therefore, by means of literature data method, Delphi method, mathematical statistics and other research methods, in combing the characteristic of junior middle school students' comprehensive quality evaluation, evaluation principles and evaluation of evolution, the analysis of the problems of traditional quality evaluation process, on the basis of trying to build a suitable for the development of junior high school students' comprehensive quality evaluation model. The main research conclusions are as follows: (1) The students' comprehensive quality evaluation has particularity, education and comprehensive development of multiple attributes; Need to adhere to the scientific, objective and subjective evaluation in the process of evaluation, combining qualitative and quantitative evaluation, the combination of process evaluation with summative evaluation, and the basic principle of comprehensiveness and coordination; The overall quality appraisal mainly experienced the germination, comprehensive promotion of quality education and further development stage three stages of development. (2) The main performance of defects in the traditional quality appraisal, evaluation targets which are single one-sided development of students' quality, one-sided evaluation content is difficult to effective guidance for students to conduct a comprehensive, simple evaluation method against the development of ability, the evaluation process and is not conducive to the development of students' subjective initiative.(3) After primary indicators, experts, two rounds of screening ultimately determines the 76 junior middle school students' comprehensive quality evaluation indicators; After factor named, integrated and classified, junior high school students' comprehensive quality evaluation are classified as roughly five level evaluation index, namely:the ideological and moral quality, intellectual quality, physical quality, aesthetic quality and work quality.(4) This research institute to determine the junior middle school students' comprehensive quality evaluation model suitable for factor analysis, exploratory factor analysis of gravel figure can be seen the change trend of five principal component factor model has certain rationality, principal component factor of total contribution rate is 86.91%, covers most of the students' comprehensive quality evaluation information, other factors have less effect on the students' comprehensive quality evaluation.(5) "ideological and moral quality factor weight is 0.23", "quality" intelligence factor weight is 0.34, "physical quality factor weight is 0.21", "aesthetic qualities" factor weight is 0.11, the labor quality factor weight is 0.10, thus, the junior middle school students' comprehensive quality evaluation standards with reference to the formula:=ideological and moral quality of student performance* 34%+23%+intelligence quality physical quality* 11%+21%+aesthetic quality labor quality by 10%.
