The Resource Committee Of National Government And The Development Of Yunnan Technology Talent During The War Of Resistance Against Japan

This paper focuses on Yunnan province,a traditional southwestern frontier region,and explores the achievements of the Resource Committee of National Government in promoting and developing Yunnan industrial and mining enterprises during the War of Resistance.The paper is not only conducive to the expansion and deepening of the research on the important institution of the Resource Committee;it also helps to explore the government's fruitful efforts in developing technology talent for industrial and mining enterprises outside the education of colleges and universities,which will reveal new forms and contents of technical education in Yunnan during the Republic of China,and promote the research on the development of modern industries and the economic and social transformation in the southwestern frontier of China.This research is also useful for certain institutions and enterprises and the society as a whole to develop new forms of talent education in an era of mass entrepreneurship and innovation.At present,the academic community has done a lot of research on the Resource Committee,and produced a number of studies.The scholars from Taiwan and the mainland have shed light on the study of Resource Committee for its overall history and its activities in various industrial fields,which laid a solid foundation for further studies on its education and training of technical talents for industrial and mining enterprises.However,relatively speaking,the current academic research on the Resource Committee's talent training is still very limited,and it is mostly scattered in the overall or special researches of the Resource Committee,in other words,the special research on the technical talent training of Yunnan industrial and mining enterprises by the resources committee is nearly blank.In addition,in the study of modern Yunnan history,scholars have elaborated on issues including the development of Yunnan's modern industry and the migration of enterprises to Yunnan during the War of Resistance,but most of them were based on confrontation and wrestling between the national government and Yunnan local interests,and did not pay attention to the role of the Resource Committee on the training of technical talents and to the impact of Resource Committee's activities on Yunnan society.Under the above academic background and based on the existing researches of the Resource Committee,the modern history of Yunnan,and the modern economic history of Yunnan,this paper first introduces the historical background for theResource Committee's technical personnel training in industrial and mining enterprises in Yunnan,which comprises two parts: the establishment and development of the Resource Committee and the industrial layout and development of the wartime industry in Yunnan.And then,this paper focuses on three aspects of the Resource Committee's activities relating to technical personnel training for industrial and mining enterprises in Yunnan,which are “introduction”,“dispatch” and“cooperation”.This paper also tries to illustrate the role of technical personnel training in the transformation of modern industry,economy and society in Yunnan.From the three aspects of “introduction”,“dispatch” and “cooperation”,this research is the first systematic and in-depth discussion of the Resource Committee's training of technical talents in Yunnan industrial and mining enterprises.Here,“introduction” includes the introduction of talents,capital and technology.Firstly,through a nationwide specialist investigation,the Resource Committee recommended a group of high-level technical experts to take charge of work in a state-owned enterprises in Yunnan.Simultaneously,it selected graduates from a group of outstanding colleges and universities,such as National Southwest Associated University and Yunnan University,to work in various industrial and mining enterprises.Secondly,through the introduction of capital and technology from developed countries in the west,state-owned factories belonging to the Resource Committee in Yunnan all launched technical cooperation projects to varying degrees,to train talents with foreign technologies."Dispatch" mainly refers to the Resource Committee selecting several group of technicians to go to the United States for internship,and each group drew technicians from Yunnan industrial and mining enterprises.They actually went deep into all kinds of industrial and mining enterprises in the United States to learn expertise.They also visited famous factories and mines in the United States,learned the knowledge of factory management,and attempted to improve the technical level.As for "cooperation",one part includes the Resource Committee' technical research projects collaborating with various universities in Yunnan and research institutions that had moved to Yunnan,the summer internshi ?for training excellent engineering students,and etc;the other refers to the collaboration between Resource Committee and the Technical Training Department of The Ministry of Economic Affairs to train ordinary skilled workers for various industrial and mining enterprises.This paper believes that during the eight years of the War of Resistance,the Resource Committee transformed Yunnan's industry,brought about a great leap in the industrial progress,and promoted the development of Yunnan's economy in modern times through the promotion of industrial and mining enterprises and the development of technology talent in Yunnan,and the influence went beyond the War of Resistance.The development of Yunnan technology talent by the Resource Committee is an important part of the economic relationship between the central government and Yunnan local economic interests during the Republic of China,and also is an important reason for the economic and social development in modern Yunnan.In addition to the wrestling between the national government and Yunnan local interests in financial,industrial and other various fields,we should pay attention to the history and influence of the Resource Committee's role in promoting Yunnan's economic development.
