At present,China is vigorously implementing the strategy of strengthening the country by talents,and the competition of talents introduction in different regions is becoming increasingly fierce.However,different types of regions have different objectives,focuses and problems of talents introduction.As far as resource exhausted areas are concerned,under the influence of long-term planned economic system,the contradiction between regional economic development level and industrial structure is prominent,and it is difficult to introduce talents.This paper analyzed the problems and countermeasures of talent introduction in resource-depleted regions of China,in order to explore the different logics of talent introduction in different types of regions in China.Human resources are playing a more fundamental,strategic and decisive role in economic and social development.In order to realize the transformation and upgrading of industries and the rapid development of local economy and society in resource-exhausted areas,we must pay attention to the introduction of talents.This paper analyzed the development status and main problems of Yicheng talents in Zaozhuang city from three aspects,including the number,level and loss of talents.The development status of Yicheng talents in China was analyzed.Based on this,this paper summarizes the difficulties in talent introduction in resource-exhausted regions from the aspects of economic development level,special demand for talent introduction,talent introduction mechanism,platform carrier,guarantee mechanism and external competition.Combined with the analysis of the model and experience of talent introduction in the resource-exhausted areas at home and abroad,the paper puts forward some countermeasures and suggestions on talent introduction in such areas,including establishing the concept of talent strong area and making scientific and reasonable talent development plan.We should improve the system of talent introduction and give full play to the role of the government,enterprises and talent agencies.Innovate the new mechanism of talent introduction,innovate the system and mechanism from the concept,way,standard and platform carrier construction of talent introduction.We will improve the security system and give full play to the dual role of recruiting and retaining talent,both materially and spiritually.
