Along with the increasingly prominent status in society, as well as the increasingimpact of the knowledge economy, globalization and other factors in Colleges anduniversities, the establishment and improvement of university management system hasbecome a widespread concern. In particular, the research on university managementsystem from the perspective of governance has become the focus of people’s attention.University governance capability is the ability of a series of institutional arrangementson the coordination of the mutual relations of the various stakeholders, the agency costsreducing, and the improvement of operating efficiency, in the case of separation of theinterests of diversification, as well as ownership and management. It includes fiveelements, such as coordination of administrative power and academic power relations,students participating in university management, organization and culture construction,implementation of educational reform (government regulation), and the third-partystakeholders co-governance.With Peking University, Wuhan University, Huazhong University of Science andTechnology, Central China Normal University, China University of Geosciences,Wuhan University of Technology, Hubei University of Technology and South CentralUniversity for Nationalities a total of320students as the object, this paper conducted anempirical study on China’s public university governance capability throughquestionnaires, supplemented by interviews. The survey found that China’s publicuniversity governance capability needs to be improved, mainly as internaladministrative power and academic power coordination biased, the lack of support tostudents participating in university management, uncertain grasp of the heart oforganization and culture construction, external the passive status dealing withgovernment intervention in university management and the lack of collaboration abilityof external communication with third parties stakeholder. Therefore, in order to improveuniversity governance capability, the respective duties of academic power andadministrative power must be clear, leading academic power as the future valueorientation in university management; students participating in university democraticmanagement needs to be promote; the propaganda and guidance on the organizationalculture in university should be strengthen; the concept of government’s participation in university governance should be reposition; the operating mechanism of socialparticipation needs to establish and improve, and the cooperative relations among theuniversity,the enterprises and the industry sectors should be strengthened, too.
