| Promotion and implementation of revitalization strategy in rural area are the precise judgement and crucial decision for the relationship between urban and rural areas in China made by the party in the historical process of realizing the "two 100-hundred-year targets".It is required to tackle the relationship between rural revitalization and new urbanization if we desire to promote the revitalization in rural area.At the same time,promoting the construction of new urbanization is the route we must embark to realize modernization in our country,moreover,it also plays a great and significant role in dealing with the "three rural issues",realizing the coordinated development of different regions and prompting the industrial upgrading.When it comes to establishing a well-off society in an all-round ways,it will be of great practical significance to realize the goal.In Hebei province,"National New Urbanization Planning(2014-2020)" has been strictly implemented and the relevant policies have also been formulated actively.Recently,the urbanization construction has been going on in a rapid way.In 2017,the urbanization rate in the province reached 55.01%which is lagging behind the average rate 58.52%all over the country to some extent.In the historical context of integrated development of Beijing,Tianjin and Hebei,Hebei province is supposed to seize the great opportunity and speed up in new urbanization construction.For more effective and efficient new urbanization construction,not only are the correct implementation strategies needed,but also the scientific theoretical research and evaluation system for urbanization construction are indispensable.Based on such aim,the paper has adopted the relevant economic theories,principal component analysis method,regression analysis method,K-means clustering,CCR,BCC,SE data envelopment analysis method and so on,furthermore,the adopted analysis software includes SPSS 20.0,SOLVER 9.0 and MATLAB.The content in each chapter can be generalized as:Firstly,the introduction elaborates the research background of the paper in detail from the five perspectives of history,times,economy,social and ecological environment respectively,makes the basis of selected topic be clear and points out the theoretical and practical significance of the paper.Moreover,it makes the research aims clear from five aspects and reviews the policies and academic achievements about urbanization construction at home and abroad.Finally,the content framework,research methods and technological routes are presented accordingly.Subsequently,the research on the dynamic mechanism of the new urbanization development in Neiqiu County was carried out.This part is mainly composed of three aspects:1.the relevant theories about urbanization include the summarized connotations of urbanization;it conducts the theoretical analysis of urbanization from four aspects of urbanization level,urbanization speed,urbanization quality and the selection of new urbanization ways.2.The research on the dynamic mechanism for the new urbanization explores some driving forces and effective mechanisms which have relatively larger effect on the construction of new urbanization in the new era.3.It explores the new driving force for the new urbanization development in Neiqiu county and specifically introduces the resistance of the driving force of characteristic industries,local village culture,rural residents'willingness to urbanization,promotion of county policies and external environment on new urbanization.Finally,it generalizes the dynamic system of new urbanization in Neiqiu county.Then,the quality evaluation of the new urbanization development in the county of Hebei Province was carried out.The index evaluation system consisting of 8 input indicators and 11 output indicators was selected.The cross-section data of 100 counties in Hebei Province were selected as the analysis object,and the statistical bulletin of national economic and social development of prefecture-level cities in Hebei Province in 2017 was mainly Collect various indicators data,and carry out K-means clustering analysis from the perspective of new urbanization input factors and output factors.From the perspective of the analysis results,the overall level for the construction of new urbanization in Hebei province is not high,since the input and output of more than half of the counties are within the lowest category and the input and output are insufficient;the effects of input and output of urbanization in Tangshan are in line with each other,so the urbanization level is the highest;Neiqiu is within the lowest category whether when it comes to input level or output level,which indicates that the construction of urbanization in Neiqiu is not ideal in Hebei province.Then,evaluation on the development efficiency of urbanization in counties of Hebei province based on DEA was carried out.By relying on CCR and BCC models,the counties with relative effectiveness and ineffectiveness are determined,moreover,the projection theorem is used to obtain the inadequacy or redundancy of each element in each ineffective county.Afterwards,the analysis of super-efficiency model for 55 DMU with effective technology is conducted and it is found out that the efficiency values are changing,being larger than 1.Kangbao county in Zhangjiakou has the largest efficiency value and Neiqiu county in Xingtai ranks 14.The effective DMU can be kept effective with more increased input according to proportion.The proportion for increased input is the measured value of super efficiency,therefore,the urbanization input of Neiqiu county can be increased by 2.2877 times so that the efficiency value will remain unchanged.From the overall perspective of 11 cities of Hebei province,there are two prominent characteristics:one is the efficiency of overall new urbanization in each area is good and 55 counties are effective;the other is that the differences in efficiency of regional urbanization are obvious,The efficiency index in Kangbao county exceeds 3 while the data in Changli county is just 0.4758.The rank and score of the average value of super-efficiency for the level of new urbanization construction in counties are:Zhangjiakou,Baoding,Shijiazhuang,Hengshui,Xingtai,Langfang,Chengde,Handan,Tangshan,Cangzhou and Qinghuangdao.The efficiency level of urbanization in Cangzhou,Tangshan and Qinghuangdao is the lowest;the proportion of counties with the effective urbanization level in Zhangjiakou and Baoding is the highest;while the number of counties in Shijiazhuang and Xingtai with the efficiency of urbanization level being more than 2 is the highest.The principal component analysis is used to reduce the dimension of the evaluation input index system,eliminating the multicollinearity between the independent variables,and then taking the principal component as the independent variable.Each output factor is used as the dependent variable to establish the multiple regression model,and the input indicators are calculated.The degree of influence(coefficient)on the output indicators,and a specific functional relationship.Finally,from the beautiful rural,characteristic towns and civilized county towns,the practice model of new urbanization in Neiqiu County was summarized and the realization path is given.The innovative points of the paper are specifically shown in the following content:The first aspect is the construction of the input-output evaluation index system for the development level of new urbanization and clustering analysis is used to classify and assess the development level of new urbanization in counties of Hebei Province.The second aspect is the construction of structure used to distinguish the efficiency of urbanization in counties of Hebei Province and data envelopment analysis is adopted to further elaborate the efficiency of urbanization in counties of Hebei Province and calculate the redundancy of input and shortage of output.The third aspect is the construction of multiple-dimensional structural system of power factors related to new urbanization in counties,moreover,the relevant elaboration of power factors and analysis of mechanism for power shortage in terms of new urbanization in counties are carried out from the micro and macro aspects. |
