On Network Administrative Accountability

Network administrative accountability refers to citizen taking advantages of openness,interactivity and information sharing of internet form and integrate public opinion,initiate and oversee all levels of administrative departments and their public officials who execute their public power and implemented administrative behaviors,and require themt to take responsibility for their administarive consequences.The network administration accountability has positive effect on strengthening the supervision of public power and promoting the construction of Chinese political civilization.It has important theoretic significance and great practical value.However,most of previous research has taken the process of network administrate accountability as the spread of internet consensus transmission and less of them from the scope of administrative accountability.The contents of the current study are relatively simple and they generally belong to inductive research of events-process based on journalism and communication.There are few studies on the use of quantitative research methods.Therefore,the research on network administration accountability needs define clearly study orientation and breakthrough limitations of research content and methods.This is the theoretical value of this study.In this paper,it discusses the feasible path of network administration accountability system construction from random accountability with individual effects to institutional accountability with systematic effect on the basis of in-depth analysis of the formation,evolution and effect of network administrative accountability.This is the practical significance of this study.This paper mainly discusses five problems as follows:First,it studies the germination mechanism of network administrative accountability by analyzing the relationship and correlationbetween the internal field structure and the external field environment.Second,it explore the evolution of network administrative accountability through constructing the model of actors strategy.Third,it measures and tests the effect of network administrative accountability using data from samples of network administration accountability events in 2008-2014.Fourth,it comprehensivelydetects problems of the network administrative accountability in the generation,evolution process and the effect and analyzes the related reasons from theperspective of actor habitues.Fifth,it discuss the way to realize systemconstruction of network administration accountability.The main research methods of this paper are:First,it proposes research questions and establish theoretical frameworkthrough literature analysis method.Second,it analysisthe background and condition of generation of network administrative accountability based onthe historical analysis method.Third,it affirmatively researches evolution ofnetwork administrative accountability by the case analysis method.Fourth,it empirically researches effect ofnetwork administrative accountability using the method of content analysis and comparative analysis.Fifth,it explores dilemma,reasons,and the path of system construction of network administrative accountability by the logical inductive method.This study proved virtual empowerment of network does not ensure administrative accountability of citizens with enough rights capital.The main obstacles of systemsystem construction of network administration accountability are network public opinion as important media of network administration accountabilitydeviating from publicity and the inherent defects of entity administrative accountability system.Therefore,there are positive correlations betweensystem construction of network administration accountability and the citizen’s substantive empowerment,publicity correction of network public opinion,system improvement of the entity administrative accountability.In this paper,the main discovery of the study has the following five points.Ⅰ.The popularizationof Internet technology and the rise of new media has become the realistic conditions of network administrative accountability generation.From the perspective of field theory,it not only makes up for the lack of civic political capital,but also promotes the development of network public opinion which become new media of capital competition between Political field and news field.Various factors interact to promote the generation of network administrative accountability.Ⅱ.Network administrative accountability isinteractive game process.In this process,the public,news media and the government and other different actors use different discourse and action strategies with their own capital advantage,interact each other around the specific network administrative accountability incident.Ⅲ.The analysis of the effect of network administrative accountability shows that it has higher efficiency in terms of initiating,starting and disposing steps of accountability procedures.It could promote government response.It could effectively supplement the shortage of scope of accountability,government response and other practical problem of current entity of the administrative accountability system.However,the network administrative accountability only plays a positive role in limited steps.Thevalidity and strength of accountability depend on improvement and perfection of substantive administrative accountability system.Ⅳ.The dilemma of network administrative accountability is mainly reflected in three aspects.Virtual production and empowerment of fieldget adrift from the real empowerment of right to know,the right to express,the right of supervision and the right to participate which citizen accountability need.In some cases,the network public opinion is a tool of the competition of the interests of the actors,which deviates from publicnature.As a form of accountability,the network administrative accountability and the entity administrative accountability couldn’t form appropriate docking system,the effect of accountability is limited.The above problems have become the main obstacle to the systemconstruction of network administrative accountability.Ⅴ.Network administrative accountability should be oriented system construction and the specific paths should be based on citizen’s substantial empowerment,be preconditions for publicity of network public opinion by the responsibility restraint mechanism which the autonomy and the heterodoxy unifies,be supported on mechanisms of monitoring feedback of network public opinion andthe government active response,be determined the destination on continuous improvement of entity administrative accountability system.The innovation of this paper is embodied in three aspects.First,it has a breakthrough in the research framework.This paper discusses the system construction of network administrative accountability based on field theory as a tool and as the theoretical framework of "the field structure--capital field--field actors and Strategy--actors habitues-system construction ".To a certain extent,there is a breakthrough in the limitations of the relevant literature research.Second,on the basis of existing research,this paper put forward the concept of net administrative accountability in the broad and narrow sense,and introduced the terms of entity administrative accountability.In addition,this paper also analyzes the generation mechanism of the network administration accountability from the perspective of the field structure,and constructs the actor’s strategy model to explore the operation process of the network administration accountability.Third,in the research method,this paper mainly takes the content analysis method of quantitatively research to analysis the effect of network administrative accountability,which is the first time in the similar studiesThe shortcomings of this paper are the analysis of the individual research content is not fine.Although this paper analyzes strategic interaction of actors of network administrative accountability field,and their capital change of economic capital,power capital,information capital,the analysis of habitues behind the strategy is not enough.In the research methods,the content analysis method has its own limitations,and I use method is not skilled,may have subjective bias in data collection and statistics.
