Research On Development Of Guangdong’s Economic Diplomacy Under The Background Of "The Belt And Road Initiative"

Economic diplomacy is of special global importance to China,which regards development as the priority and devotes itself to the peaceful rise of great powers.It is not only an important part of the country’s overall diplomacy,but also a core task for subnational regions like Guangdong to perform their duties and missions under the authorized diplomacy of the central government.As the only province in China that neverhas interrupted maritime trade for more than two thousand years,and China’s largest economic province as well as first foreign trade and economic province that rose in the tide of reform and opening-up,Guangdong’s economic and diplomatic practice is the most benchmark in the provinces of the country.Under the times background of building the "The Belt and Road Initiative" by the central government and providing better international environment,greater participation stage and higher objective requirements,the integrated study of Guangdong’s economic diplomacy practice mode,situation opportunities,shortcomings and countermeasures are not only urgently needed by Guangdong itself,but also provide useful guidance for the whole country.Taking the theory of international relations as the research perspective,this paper is based on literature research,field investigation,authoritative interview and other means with the adoption participatory and mixed research methods,and uses detailed and authoritative materials to make a new review,summary and interpreting of the "Taking advanced step" economic diplomacy exploration and practice in Guangdong;and with the background of jointly building “The Belt and Road Initiative”,deeply analyze the opportunities,shortcomings and deep-seated reasons.Finally,the path method and "four beams and eight pillars" measures are put forward.The author attempts to explore the construction of a theoretical map and practical paradigm of China’s provincial economic diplomacy which with common rule through the empirical integration study of "Sparrow Anatomy" with Guangdong as an example.This paper puts forward that it is necessary to introduce the concept of provincial economic diplomacy in the light of China’s special national context,the practical importance of Provincial International Economic and trade cooperation and the current academic research trend,which will help strengthen its work orientation,political and economic attributes and promote integrity.Under the structural form of China as a unitary country,the legitimacy of provincial economic diplomacy comes from the central authorization.The degree and depth of its development depends on the changes of the relationship among central authorization,international changes and its own needs.It is basically in line with the fundamental system,fundamental interests and the frameworkof limited authorization of central diplomacy.According to the core objectives of benefiting the overall interests of the country,conforming to the international trend,and being advantageous to the development of the provinces themselves,make solid efforts and strive to achieve the best interests of the central and provincial governments with comprehensive consideration.Based on systematic research,this paper puts forward the "three active adaptation" model of Guangdong’s economic diplomacy.To some extent,the "three active adaptation" is a logical main line throughout the whole process of Guangdong’s economic diplomacy,and it is also the most obvious characteristics and the most prominent experience.Throughout Guangdong’s 40-year practice,economic diplomacy develops well and rapidly whenever the "three active adaptation" is well implemented;if the "three active adaptation" is not implemented boldly and forcefully enough,economic diplomacy will fall into a relatively slow plateau period of development.In the background of building the "The Belt and Road Initiative" to lead new diplomatic situation and take greater participation of the provinces in the central government,the economic diplomacy of Guangdongstill has many shortcomings and shortcomings in in the new era compared with the requirements of the situation with the main reason of lack of high level of active adaptation,especially weak in the level of strength and couragein the initiative to adapt to the adjustment of the central policy and deal with some new problems and challenges.This paper holds that Guangdong practice has three radiation effects overall: firstly,it enriches the dimensions of provincial economic diplomacy;secondly,it highlights the path and direction of provincial economic diplomacy transformation;and thirdly,it promotes the democratization and scientization of provincial foreign relations under the top-level design of the central government.Guangdong practice is also facing some new challenges,not only the constraintsfrom its own pioneering and enterprising spirit that is not enough,but also raise new requirements for the central government to launch a more active and effective authorization support.This requires a more tacit and efficient interaction and cooperation at the central and provincial levels.On the one hand,it requires Guangdong to further strengthen its mission,earnestly fulfill the responsibilities and missions entrusted by the Central Committee,always maintain the courage of "who but myself can do" and "success is bound to be me",dare to try,to take the lead,and continue to take the trend;on the other hand,it also requires more authorization,support and guidance from the national level to solve the spatial problem of the initiative and independence of provincial economic diplomacy in the form of a single state structure.The main innovations of this paper are:first,theoretically introducing the theory of international relations to analyze the provincial economic and trade exchanges and cooperation,and integrating the theoretical framework and practical paradigm of interaction with "The Belt and Road Initiative",which is not seen often among the study in China.Secondly,in practice,the author makes use of the work convenience to obtain the first-hand authoritative information of the rich system,which is not available to most practical researchers.Thirdly,in terms of achievements,the author uses detailed and authoritative materials to make a new comprehension of the evolution,experience,situation and shortcomings of Guangdong practice.At present,the results of such integrated research are still limited.Results of the concept of provincial economic diplomacy and its operation principlesthis paper puts forward and systematically expounds,the "One Belt and Road Initiative" and its highrelavance,"three active adaptation" models,and the "four beam eight column" response plan,etc.will play a valuable role in enriching the similar research in the academic circles.
