Research On How To Improve Social Governance Capacity In Township Governments Under The Influence Of Digitalization

Township governmentsare the most basic administrative organization in China and the foundation of social governance.The people’s sense of fulfillment and happiness is directly related to the quality of social governance of township governments,which also determines the stability of the state political power.It is clearly stated in the Fourth Plenary Session of the 19 th Central Committee of the CPC that the modernization of China’s governance system and capacity shall be basically achieved by 2035;and shall be fully achieved by the middle of the century.This suggest that social governance has reached the level of national strategy,in the meanwhile,it sets forth requirements and points out the direction for the township governments.However,with the advent of the digital age,as well as the wide spread of internet technology and information,the problems in current social governance system are magnified,while more and more shortcomings are being exposed,which aroused people’s distrust of the governance capacity of the government.Therefore,how to adapt to the digital transformation and improve the capacity of social governance has become a significant mission for township governments.The thesis consists of six parts.The first part is the introduction,which presents the basic idea of the research and the writing of the thesis,stating from background information,significance of the topic,literature research,contents and methods of the research,difficulties and possible innovative approaches.The second part is thedefinition and theoretical basis of related concepts,including social governance,the discrimination among social governance,social management and state governance,as well as the analysis of basic theories such as good governance theory,holistic governance theory and digital governance theory.The third part is the analysis of the problems studied in the thesis,by pointing out the difficulties faced by township governments under the influence of digitalization,and the causes to them.This part lays the foundation for the research,focusing on the analysis of the negative effects of digitalization,as well as the contradictions raised in township governments’ social governance and the problem exposed in the process—insuffience in capacity.The fourth part is case study of "four platforms of primary-level governance" in Shangyu District,Shaoxing City.The case is an innovative exploration aiming at improving social governance capacity of primary-level under the influence of digitalization.It includes the improvement of the system and mechanism,the application of the digital system,the residence management of the departments and stations,the integration and establishment of the general practice grid,etc.Through the case study,main characteristics of "four platforms of primary-level governance" and some enlightenment from the case study are introduced.The fifth part is to point out a direction for the township governments to improve capacity in social governance,on t he basis of learning from the advantages and success of the policy.The sixth part is conclusion and prospect.Going through the case study of "four platforms of primary-level governance",the thesis analyzed basic composition and operating principle of the project.Paying constant attention to the progress and effect of the project,expecting to learn from all aspects including Top-level design,Information technology,collaborative governance and social co-governance,the thesis aims at providing township governments with reasonable suggestions on how to improve social governance capacity,so as to facilitate the modernization of the state governance system and capacity.
