Research On Governance Capacity Of Township Government In Yakeshi County

The third Plenary Session of the 18 th CPC Central Committee put forward the major proposition of "modernizing China’s governance system and governance capacity".The improvement of China’s governance system and capacity is an inevitable requirement for China’s development,and the government’s governance capacity,especially the grass-roots level government,is an important part of China’s governance capacity and system.Township governments,as the most "terminal" implementation of the modernization of the national governance system and governance capacity,have played a vital role as the final "link" connecting the government and the people.In promoting the modernization of China’s governance system and capacity,community-level governments have made certain achievements and made great achievements in deepening reform and transforming their functions.The 18 th session of the National People’s Congress standing committee 28 meeting of the revitalization of the country of the People’s Republic of China proposed to promote rural revitalization should establish and improve the party leadership,the government is responsible for,democratic consultation,social coordination,public participation,legal and technological support of modern rural social governance system and autonomy,the rule of law,virtue combination of rural social governance system,building dynamic,harmonious and orderly good governance country.Township governments are the main body of promoting the modernization of national governance system and governance capacity and the implementation of rural revitalization.Township government governance is an important carrier to organically combines the modernization of national governance system and governance capacity and rural revitalization.Based on the theories of governance theory,service-oriented government and Party building leading grass-roots social governance,this paper analyzes the problems and causes of Boketun town government in governance status,governance process by using the methods of literature,investigation and interview,and finds that the government governance position is unclear,public service quality is low,and comprehensive governance capacity is weak.Based on the conclusion,there are six reasons,such as asymmetry of power and responsibility,lack of effective service,lack of effective supervision,lack of comprehensive capacity,single governance means,and lack of talent,and then puts forward countermeasures and suggestions to improve the governance capacity and governance level of Boketun town government.In this paper,the township government governance capacity is analyzed in detail,and the reference is provided for the township governments in Yakeshi City to improve governance level and capacity.To build a service-oriented government,to address the relevant demands of the broad masses of the people,to promote high-quality economic and social development of the city to provide relevant recommendations.
