| To pursue high performance is the ultimate goal of national governance.As the most basic unit of national constitution,community is not only the "nerve end" of national governance,but also the "barometer" of national governance level and crisis response ability.Historical experience and practice show that the highly complex and highly uncertainty of the risk society,whether it is the stability of the country’s political,economic and social development,and the maintenance of social order,the protection of the ecological environment,and even the community build good atmosphere,cannot leave the strong leadership of the communist Party of China,this is also a rule of "governance of China" to create the "two miracles" of the "core password".Under the background of the gradual disintegration of the "unit system" community,the traditional "acquaintance-oriented and organized" community has gradually evolved into the current "unfamiliar and atomized"community.Therefore,how to reshape the neighborhood relationship,build a "community community",and further improve the performance of community governance has been an important topic of concern in the academic and practical circles.Under the background of the downward shift of the center of national governance,grassroots social governance has become the key to the governance of the Party and the country,and the Party construction has become an important variable to understand the performance of community governance.In fact,the academic community evaluation of the performance of community governance led by Party construction is confused by the connection between Party construction leading and residents’ needs in community governance,and by the optimal allocation of Party construction leading and community autonomy.In the past,most studies started from the logic of "Party construction",and discussed the characteristics and key points,difficulties and blocking points,content and path of the Party construction leading community governance,while there were relatively few research results based on the logic of "governance",resulting in the "decoupling" between the Party construction and the community governance performance.Other studies have found that community capacity is conducive to improving the quality of community services,meeting the service needs of different residents,and enhancing residents’ sense of gain,happiness and security.Community capacity is a process of self-empowerment,the core of which is that community management organizations enhance the community’s own collaborative capacity by integrating internal and external resources,and Party construction is an important driving force to enhance community capacity.Although the academic community has a preliminary understanding of the relationship between the leadership of Party construction,community capacity and community governance performance,these studies are relatively independent and scattered,lacking effective connection and connection in content,and have not yet formed a complete chain of content interpretation.Based on this,this research combining the theory of political function,social capital theory and collaborative governance theory,by constructing "Party construction-community capacity-community governance performance" of the research model,the original relatively independent relationship into a holistic analysis framework,by way of empirical studies,validation studies the logical relationship between the variables in the model.It provides a new explanatory perspective for the influence mechanism of Party construction and community capacity on community governance performance.In this study,Xiamen,Changsha,Wuzhou,Chengdu,Hangzhou,Zhuhai 6 cities of 39 community as the investigation,by adopting the combination of normative research and empirical research of mixed research design,through the two committees group members of the community,community residents,community social organizations such as the research object of "one to one" in-depth interviews to obtain original qualitative data,At the same time,quantitative data were collected through questionnaire survey.Centering on the research theme,this paper focuses on the following two aspects to carry out specific research.On the one hand,qualitative research design is adopted.Through in-depth interviews with 23 community governance participants,using the research method of grounded theory by logical deduction,integration of classification and the general steps,the theoretical analysis to identify and determine the key influencing factors of community governance performance,preliminary build up "Party construction-community capacity-community governance performance" typical relational structure of "story line",that is,"potential impact relationship".On the other hand,quantitative research design is adopted.Through the questionnaire survey to 698 large sample data,using structural equation model,further inspection Party construction(organizational Party construction and institutional Party construction),community capacity and community governance performance(political performance,social performance),the theory of relationship between the grounded theory study of the relationship between the "potential" to rise to the theoretical basis of the relationship between"path",Construct a complete research model of "Party construction-community capacitycommunity governance performance".Meanwhile,Bootstrap test was used to verify the partial mediating effect of community capacity,and the differentiation effect of different types of community in the research model was compared and examined.The main conclusions of this study include the following four aspects:Firstly,through theoretical analysis and grounded theory,the key influencing factors of community governance performance are identified.The research found that-the Party construction is mainly embodied in two aspects:organizational Party construction and institutional Party construction.Organizational Party construction,institutional Party construction and the community capacity together constitute the key elements that affect the community governance performance.At the same time,it identifies organizational Party construction and institutional Party construction as the important factors affecting community capacity and community governance performance,and community capacity has a positive effect on community governance performance.Finally,the potential path relationship among organizational Party construction,institutional Party construction,community capacity and community governance performance is superficial constructed.Secondly,large sample empirical research shows that organizational Party construction and institutional Party construction have a positive and direct effect on community governance performance(political performance and social performance).Among them,the direct effect of organizational Party construction on political and social performance of community governance is greater than institutional Party construction.At the same time,community capacity also has a positive and direct effect on the political and social performance of community governance.Third,Bootstrap test results show that community capacity plays a partially mediating role in the relationship between Party construction and community governance performance.On the one hand,community capacity plays a partial intermediary role between organizational Party construction and political performance and social performance;On the other hand,community capacity plays a partial intermediary role between institutional Party construction and political and social performance.Fourthly,compare and review the different types of community in "Party constructioncommunity capacity-community governance performance" of differential effect,the results show that the Party construction,community capacity to influence the performance of different types of community governance has obvious difference,profoundly reveals the Party construction the inner mechanism of the different types of community governance.With the research strategy and narrative mode of "process-eventn",this paper aims to promote the innovation of the concept and the innovation of the local knowledge system of the realistic national governance logic--"the Party takes charge of the whole situation and coordinates all parties "by mining the local practical cases in China.This paper takes the organizational Party construction and institutional Party construction as the logical starting point,discusses the influence of the leadership of Party construction on the performance of community governance,and responds to the practical deficiencies of "state withdrawal","social failure" and "voluntary failure".Integrating "Party construction" in the field of community governance highlights the functional advantage of "Party presence",not only bridges the "tension" between the Party construction leading community governance and community autonomy,but also strengthens the theory of legitimacy,compatibility and legitimacy of "Party construction" community governance.In addition,community governance performance is focused on two dimensions,political performance and social performance.It is not only the theoretical extension of the CPC’s people-centered ruling concept,but also the true embodiment of the Party construction leading community governance,which demonstrates the dual function attribute of the Party construction leading community "political construction" and "social construction" with Chinese characteristics.The research conclusions of this paper have important implications for future policy making and management practice of improving community governance performance under the guidance of Party construction:First,the Party should not only strengthen its own "Party construction",but also lead the innovation of community governance through party building,which is the scientific connotation of Party construction leading community governance.Second,it is the Party in community governance is "leading" rather than "do" or "alternative"role,nor to shape a integrate type "overall society",but by "overall perspective,co-ordinate"activate kinetic energy release more plural governance,specific,professional governance functions still need government,society and market coordination work.Third,the organizational Party construction leads the reconstruction of community organization structure,strengthens the integration of internal and external resources in the community,and promotes the reconstruction and optimization of community public service process.Fourth,the institutional Party construction should fully grasp the dialectical relationship between"rigidity" and "flexibility" of the system,uphold the "great Party construction" system pattern,and pay attention to the coordination of the institutional Party construction.Five is to choose the best and match the strong community leadership,strengthen the construction of community talent team,actively cultivate social capital,stimulate and condense the resultant force of community governance,constantly strengthen the construction of learning community,and promote the connotative development of community governance.On the whole,the conclusion of this study provides a new idea for solving practical obstacles such as "poor governance performance","weak residents’ participation" and"insufficient neighborhood trust" in the practice of community governance,and provides an innovative idea for the growth of community governance performance led by Party construction and sustainable community construction in the new era. |
