Study On The Development Of Russian International Communication In The Transition Period

As Russia is the successor country of the world’s largest socialist country Soviet Union,the international communication of it has a deep Soviet mark and obvious characteristics of transformation.It has unique characteristics in the world’s international communication pattern.Since independence,Russia has been deeply influenced by "cultural imperialism",its international communication has been in a weak position for a long time,and its national image has been seriously distorted by Western media.The Russian government recognized the importance of international communication earlier,raised it to the height of national strategy for overall design,vigorously promoted public diplomacy and media diplomacy,and introduced the concept of "soft power diplomacy" to continuously strengthen the construction of the international communication platform.It has played an important role in safeguarding national interests,shaping the national image,and enhancing international status.The development of Russian international communication has important implications for emerging market economies countries and developing countries in the world.The Russian media successfully broke through the hegemony of American and British discourses and expressed more different voices,which provided the possibility to change the current public opinion space dominated by western developed countries and the confidence for emerging countries to enhance international communication power.Starting from reviewing the history of the development of international communication in the Soviet Union,this article uses important events as time nodes to divide Russian international communication into four periods:start-up,formation,development,and maturity.It analyzes the inherent political,economic,and diplomatic conditions that affect the development of Russian international communications and summarizes the development and remarkable characteristics of Russian international communication in different periods.With the transformation of Russian political and economic systems,Russian international communication has undergone a transition from free development to controllable democracy,expanding from a single political function to multiple functions such as economy,culture,military,etc..It discusses the strategic mission and operating system of Russian international communication,and how the various elements operate and function in an orderly manner under the leadership of the government.It reveals the general law of the construction and development of Russian international communication system.The main body of Russian international communication is one of its major features.Focusing on the international communication network that combines traditional and new media,especially the fast-growing "Russia Today" TV station,"Russia Today"international news agency,Sputnik news agency and other world-class media,it explores how the government expanded international communication channels through the integration of media resources,enhanced the right of international discourse through agenda setting,and improved the effects of international communication through content planning.In recent years,Russian international communication has successfully opened the international market and achieved remarkable results.This article mainly examines the effects of Russian international communication from four aspects:politics,economy,military,and culture,and analyzes the development trend of deep media fusion,multi-synergy and cooperative communication presented by Russian international communication,as well as the realistic basis,cooperation mode and development direction of Sino-Russian international cooperation communication on the basis of summarizing achievements and deficiencies.
