With the introduction of the concept of high-quality and balanced development of county education,county has become a key area to crack the high-quality and balanced development of urban and rural education.As an important component of county education,physical education in county schools also needs high-quality and balanced development.The key to achieving the high-quality development of county school sports and promoting the high-quality and balanced development of county school sports lies in PE teachers.For a long time,due to the dual structure of urban and rural areas and the influence of county social and economic development,the development of county PE teachers faces many problems.It is found that the survival and development of most county PE teachers is not good,and the self-development needs of county PE teachers are ignored.Therefore,this study takes teachers’ self-needs as the research perspective,focuses on the specific field of county,and explores the development problems of county PE teachers.The aim is to provide a constructive scheme for promoting the development of PE teachers in county,strengthening the construction of PE teachers and the high-quality development of PE in county schools.In view of this,under the guidance of hierarchy of needs theory,two-factor theory,charismatic quality theory,teacher development theory and social ecosystem theory,this study uses literature,questionnaire survey,observation and interview and other methods to select Bian-xi County as a county case to carry out the " dissect a sparrow-analyze a typical case " type empirical study.On the one hand,combined with the field research data,the research compiled the KANO model "County PE teachers’ self-needs" questionnaire,which was issued after statistical scientific demonstration.296 effective samples of professional PE teachers were obtained after screening,and the coverage and representativeness of effective samples in counties was 63.11%.Based on the data obtained from the survey,the paper analyzes the self-needs pattern of PE teachers in counties,and analyzes the need differences of different groups.On the other hand,93 physical education teachers from different schools were selected by purposive sampling to conduct in-depth interviews,and the school environment of PE teachers was observed,so as to gain insight into the specific county context of PE teachers’ development needs and the significance of the needs of PE teachers.The research content is divided into four aspects: First of all,the survey and analysis of the self-needs of PE teachers at county level mainly analyzed the overall pattern,level of need and characteristics of the self-need of PE teachers in Bian-xi county based on the survey data,and conducted the difference test for the group need of PE teachers at different types of counties.Secondly,based on the hierarchical positioning of county PE teachers’ self-needs and the analysis of field interview data,the paper examines the needs to explore the dilemma of teaching development,professional development,individual development and organizational development of county PE teachers.Thirdly,this study systematically investigates and analyzes the causes of the development dilemma of county physical education teachers’ self-needs in the historical and social structure,so as to clarify the correlation between the development dilemma of county physical education teachers and the historical and social structure.Finally,the paper synthesizes the development dilemma and development causes of county physical education teachers,and combines the characteristics of county teachers’ self-needs,and then constructs the development path of county physical education teachers under the consideration of needs.After research,this paper mainly draws the following conclusions:First,the self-need of PE teachers in county area is not satisfied effectively,which restrains the effective development of PE teachers.Based on the comprehensive analysis of the self-needs of PE teachers in Bian-xi county,according to the survival needs,relationship needs and growth needs,the survival needs of PE teachers in the county have improved,but the relationship needs and growth needs need to be strengthened.The selfneeds of county PE teachers show significant differences at different school levels.As for the specific needs of PE teachers at the county level,on the whole,the expected need is far more than the dependent need,and the proportion of items with dependent need value higher than 0.5 is 61.53%,and the total proportion of essential factor need and expected factor need is 53.84%.These two data show that the PE teachers’ self-needs have not been effectively met,and the development of PE teachers in counties is not good to some extent.Secondly,From the perspective of teachers’ self-needs,the development dilemma of county PE teachers is analyzed.The research shows that the needs of teaching development,professional development,individual development and organizational development of county physical education teachers are not effectively guaranteed,which restricts the development of PE teachers.The comprehensive analysis shows that there is a complex correspondence between PE teachers’ self-needs and various dimensions of teacher development.It is difficult to give full play to the maximum effect if only a certain need or part of the need for PE teachers’ development is satisfied.The external factors of the development dilemma of county PE teachers mainly come from the fact that PE teachers’ self-needs have not been effectively met,while the internal factors come from the change of PE teachers’ self-needs and the lack of self-development consciousness and motivation.Therefore,satisfying the self-needs of county PE teachers is consistent with solving the problem of self-development of county PE teachers.Reasonable satisfaction based on the self-needs of county PE teachers can effectively solve the problem of development of county PE teachers.Thirdly,combining with the theory of social ecosystem,this study analyzes the causes of the development dilemma of county physical education teachers from two dimensions of history and reality.The research findings are as follows: first,the key elements of the social ecosystem where county PE teachers are located,namely,the joint force required by the state,county governments and schools to jointly safeguard the development of PE teachers has not been effectively formed,resulting in the development need of county PE teachers in a state that cannot be effectively met.Secondly,The micro system(individual)of PE teachers is deeply affected by the external medium system(county education policy,county culture and school,etc.)and the macro system(traditional culture,social transformation,education policy,etc.).The development need of PE teachers will change with the change of external environment.In addition,the county government and schools fail to provide effective protection based on the needs of teachers,which results in a state of mismatch between supply and need for the development of county physical education teachers.The development needs of PE teachers have not been effectively met for a long time,which will lead to the realization of PE teachers’ self-development.Therefore,the solution to the development of county PE teachers should not be limited to a certain element of the social ecosystem,but should be viewed from a holistic,systematic and dynamic perspective and pay attention to the systematic solution.Fourthly,solving the problem of the development of county PE teachers is a complex systematic project,which is not only an internal problem of the education system,but also closely related to the society,economy,culture,education policy and PE teachers’ self.Only by systematically looking at the development problems of county PE teachers can we effectively solve the development dilemma of county physical education teachers and realize the effective and sustainable development of county PE teachers.To systematically solve the problem of the development of county PE teachers,we need the participation of multiple subjects and give play to the joint efforts of multiple subjects.That is,First,the state should strengthen the design of education policies and give policy support to the development of county physical education teachers.Second,the county government should strengthen its own responsibilities to ensure the development of school physical education and physical education teachers.Third,the school implements self-education governance to optimize the development environment of PE teachers and ensure their professional autonomy.Fourth,PE teachers pay attention to self-development consciousness and lead self-development with self-realization.
