| With the implementation of the double reduction policy,China’s shadow education has been continuously regulated.The phenomenon of education capitalization has been contained,which has played the most important role in guiding education to return to school and return to public welfare attributes.However,due to the complexity of shadow education,there are still many problems in the governance.The current research on the governance of shadow education is mostly based on the research on the governance policy itself,which has less study on policy implementation and lacks attention to the tutoring companies themselves.Based on that,the research takes the tutoring companies as the research object,integrates the rational model,bounded rational model and hybrid model of compliance research,and constructs the framework of influencing factors of policy compliance.At the same time,this research formulates the governance policy compliance behavior scale of tutoring companies,and uses the mixed research method of qualitative and quantitative combination,with the dual perspective of both outsiders and insiders,taking city a as an example,makes an indepth analysis on the compliance of tutoring institutions with the governance policy,the influencing factors of compliance and its action mechanism,and puts forward some suggestions to promote the implementation of out of school training governance policy.Through questionnaire survey and case analysis,this research found that even from the perspective of companies’ self-assessment,the overall compliance of governance policies of tutoring companies in China is relatively general.Tutoring firms with different training contents have different degrees of violations in infrastructure,teaching arrangements,fund management and marketing management.Based on literature review and theoretical analysis,this research constructs the model of awareness-motivation-ability(AMC)to explore the influencing factors and mechanism of governance policy compliance of tutoring companies.Conscious factors include awareness of the necessity and value of governance,awareness of governance policies,and approval of governance policies.Motivation factors include economic motivation,which is cost and benefit,normative motivation,which is morality and law,and social motivation,which mainly refers to social reputation and stakeholder attitudes.Capacity factors include infrastructure,human resources and technical methods.These three factors have a significant positive impact on the governance policy compliance behavior of tutoring companies.The awareness of the necessity and value of governance in the consciousness factors and the awareness of governance policies have a significant positive impact on the compliance behavior of tutoring companies,which promotes their compliance behavior,and the degree of policy approval inhibits the compliance behavior of tutoring companies.The consideration of costs and benefits in the motivational factors is still an important basis for most tutoring companies’ compliance behaviors,and has a crowding out effect on normative motivation.In addition,the impact of ethics and law has initially appeared.Due to the special nature of the education industry,practitioners in tutoring companies have natural self-restraint behaviors.Violations of regulations will have a great impact on the legitimacy of their employment in the industry,but at the same time the adjustment and change of the policy and the emergence of power rent-seeking behavior has also greatly undermined the government’s credibility,leading to their resistance to subsequent governance policies,and social reputation has a greater impact on non-disciplinary tutoring companies at this stage.Regardless of the type of shadow education organization,the ability factor is an important factor that restricts their compliance behavior.Especially for small and medium-sized shadow education organizations,the lack of corresponding compliance capabilities greatly hinders their compliance behavior.Finally,this study puts forward the following policy suggestions and optimization strategies from the perspective of improving the governance policy compliance of tutoring companies.One is the improvement strategy based on consciousness factors.In this respect,the policy design process should be optimized,the classification management principle should be followed,and the policy’s scientific and fairness should be improved.On the other hand,it is necessary to broaden the participation channels of policy-related stakeholders,improve the information disclosure system,protect the participation rights of target groups,and overcome the problem of information asymmetry.The second is based on motivational factors for the governance policy compliance incentive strategy of tutoring companies.It is necessary to reduce compliance costs,increase compliance benefits,associate the content of the policy with the target group’s profits rather than losses,and at the same time strengthen the social preferences of the shadow education governance policies to maintain policy compliance with the psychological contract and establish a harmonious governance relationship;it is also necessary to improve the fairness and legitimacy of the policy implementation procedures,improve the phenomenon of “rent-seeking” in basic law enforcement,give full play to the complementary effects of procedural justice,and create a society to standardize the atmosphere and use the social identity psychology of the policy target group to induce individual tutoring companies to comply with the psychology.The third is an improvement strategy for the governance policy compliance of tutoring companies based on ability factors,including the evaluation of the existing basic compliance conditions of the policy target groups and the support and assistance after the policy is implemented. |
