The "Decision on Accelerating the Development of Modern Vocational Education" and the "Modern Vocational Education System Construction Plan(2014-2020)" both propose to complete the construction of "a modern vocational education system with Chinese characteristics and a world-class level".In February 2019,the State Council issued the "National Vocational Education Reform Implementation Plan",which outlines the basic blueprint for the construction of a modern vocational education system,which also means that China has officially entered a new era of vocational education development.At present,it is the critical period for the construction of my country’s modern vocational education system.Clarifying the key core elements of the system construction and establishing the basic framework of the modern vocational education system have become the key to the construction of vocational education system.The vocational education based on a perfect basic framework is the vocational education that society really needs,and it is also the basic guarantee for dignity,status,credibility,and trust for vocational education.Australia’s modern vocational education system is one of the key pillars of economic development,supporting the country’s economic prosperity and development for nearly a century.Looking at the establishment and development of Australia’s modern vocational education system,it has gone through a very extraordinary path.At present,vocational education has become Australia’s largest education sector.This system has also become one of the most developed vocational education systems in the world,and has been recognized and sought after internationally.According to estimates from the Australian Bureau of Statistics,the export value of its vocational education practice experience is as high as 4.8 billion Australian dollars.To sum up,based on the thinking about the plight of our country’s modern vocational education system,this research has turned to an international perspective.Through studying the reform of Australia’s modern vocational education system,discover its mirror value,and try to find useful reference and enlightenment for the development of our country’s modern vocational education system.This research focuses on three major issues: First,based on the analysis of landmark policy reports,what is the basic path of the reform of Australia’s modern vocational education system? Second,what are the most important strategic elements in Australia’s modern vocational education system? Third,what are the reference and enlightenment of the basic experience and failure lessons in the construction of the modern vocational education system in Australia for the construction and improvement of the modern vocational education system in our country?Based on the "Kangan Report" that promoted the germination of the vocational education system,the "Deveson Report”,“Finn Report",“Carmichael Report" that promoted the construction of the vocational education system,and the “National Partnership Agreement on Skills Reform” that promoted the development of the system as a logical starting point.This study summarizes the transformation process of Australia’s modern vocational education system as the establishment of status,the rise of the framework and the advancement of optimization.In Australia’s modern vocational education system,at the core of the system’s inner circle is the training implementation carrier.In the middle circle is the vocational education curriculum development standard,which includes the corresponding qualification framework and the national vocational education quality supervision system,which act together on a training implementation carrier under the concept of marketization.The outer circle is the external environment of the vocational education system.At the same time,escorting the system is the National VET Regulator Act 2011,the Standards for Registered Training Institutions and the Industry Skills Committee.Starting from the two dimensions of structure and function,this research selects three core elements of Australia’s modern vocational education system: training product qualification framework and training package,quality assurance system and marketization as the reference items and strategic elements of this research analysis.Throughout Australia’s reform measures in the field of vocational education,in many aspects,it provides reference for the construction of our country’s vocational education system.The qualification framework is a key component of the vocational education system structure and provides the necessary infrastructure for credit transfer,qualification connection,and recognition of previous studies.In the process of developing the qualification framework,China should pay attention to: cultural and educational barriers,establish an inclusive qualification framework;set up a national qualification framework management committee for overall management;pay attention to structural barriers and system logic support;to adapt to the ever-changing social economy Environment,the qualification framework should leave a gap for the increase and decrease of micro-certificates;establish a shared credit transfer registration mechanism to promote credit transfer and qualification connection;support the integration of vocational education and higher education,and create a three-dimensional qualification connection model that includes industries.An effective training quality supervision system is essential to the integrity of the vocational education system.China should establish a national-level vocational education quality supervision agency,implement the vocational education quality supervision law to empower regulatory agencies;implement a quality framework;adopt student-centered supervision methods and establish an online audit model to strengthen online professional Educational supervision,supervision of school-enterprise partnerships,establishment of information transparency mechanisms,and strengthening of teacher quality,including quality supervision methods.The nationally unified curriculum development standard is a prerequisite for ensuring the quality of the curriculum and enhancing the "circulation" of qualification certificates.When constructing a unified vocational education curriculum standard in our country,we should adhere to the ability-based teaching guidelines,pay attention to the cultivation of high-quality general education capabilities and the transferable skills of students,and shift from teacher-centered to learner-centered teaching methods.Finally,the market-oriented reform of vocational education is characterized by the government’s “decentralization”,which means that a considerable part of the power in vocational education policy decisions is transferred from the central government to various educational institutions.While“decentralization”,market mechanisms and institutional autonomy should be matched with an appropriate accountability: with the introduction of market mechanisms and competition mechanisms,while strengthening system design and government supervision;adhere to the social and educational functions of public vocational education institutions,and provide additional support for public vocational education;formulate a legislative framework to restrict private vocational education institutions entering the market;concerns about the diminishing status of teachers in public vocational schools.This research takes the historical context as the axis,explores the source,and traces the social and historical foundation of the reform of the Australian vocational education system.Vertically,it takes the logical starting point of the change motivation,the background,development process,and main content of the policy report as the analysis clues,and the horizontal selection of policy evolution and practice evolution is the analysis end point.Ask and seek,examine the reform process and actual development of Australia’s modern vocational education system.Taking lifelong learning theory as the basic theory of Australia’s modern vocational education system,analyzing the basic path of Australia’s modern vocational education system reform based on institutional change theory,and analyzing the core strategic elements of Australia’s modern vocational education system based on general system theory.Following the research idea of "clarify historical context-differentiate and analyze response strategies-research and judge functional effects-analyze critique and reference",with historical research and literature research as the main methods and means,four modules and six chapters are developed.
