University-industry collaborative innovation is an important part of my country’s national innovation system,and has gradually become a key support project of the Chinese government.From the perspective of knowledge flow,university-industry collaborative innovation is aimed to realize the value-added knowledge between enterprises and universities through the participation of both parties in the process of knowledge flow.In addition,according to the dual perspective of innovation value chain theory,university-industry knowledge flow has dual stage,namely university-industry knowledge innovation and university-industry knowledge transformation.Therefore,the study of university-industry knowledge flow and its dual stage has important theoretical and practical significance.Furthermore,from the perspective of resource allocation efficiency,the paper studies the ratio of input to output in the university-industry knowledge flow and the dual stage,which can be used to measure the comprehensive efficiency and dual efficiency of university-industry knowledge flow.Therefore,we can explore the current characteristics and development trend of university-industry knowledge flow.In view of this,the study can be more targeted to promote the university-industry knowledge flow and its dual stages.The establishment and maintenance of the university-industry partnership is inseparable from the innovative support provided by the government.Therefore,some scholars focus on the research on the relationship between government innovation support and university-industry cooperation behavior or collaborative innovation performance.Previous studies found that,local governments can not only formulate policy support to encourage innovation cooperation between universities and enterprises,it can also promote the university-industry collaborative innovation through financial support.Especially in the university-industry knowledge flow and its dual stage,if we can clarify the impact of different dimensions of government innovation support on the comprehensive efficiency and dual efficiency of university-industry knowledge flow,that will help the governments to support university-industry collaboration innovation more effectively.However,few studies have focused on the impact of government innovation support on university-industry knowledge flow and its dual stage.Therefore,there is still no clear answer in the academic as to whether government innovation support can affect the comprehensive efficiency and dual efficiency of university-industry knowledge flow,and what effect and mechanism exists.This paper comprehensively uses super-efficiency DEA Model,exploratory spatial data analysis method,spatial econometric model,non-spatial econometric model and multi-level model,from the dual dimension of innovative policy support dimension and fiscal support dimension,and the triple perspective of regional level,organizational level and region-organization cross-level,to analysis the mechanism of government innovation support on the efficiency of university-industry knowledge flow.The main research contents of this paper include:Firstly,from the perspective of time evolution characteristics and spatial correlation characteristics,this paper analyzes the spatiotemporal differentiation characteristics of the efficiency of university-industry knowledge flow at the regional level and the organizational level.The results show that,during the sample time window,the efficiency of university-industry knowledge flow both showed an overall upward trend,but compared with the efficiency of university-industry knowledge innovation,the comprehensive efficiency of university-industry knowledge flow and the efficiency of university-industry knowledge transformation are in a state of inefficiency.In addition,the efficiency of university-industry knowledge flow both have positive spatial spillover effects,which show an spatial correlation characteristics of binary distribution.Secondly,at the regional level,this paper analyzes the effect and mechanism of different dimensions of government innovation support on the efficiency of university-industry knowledge flow in the regions.The results show that,government innovation policy support at the regional level has a positive impact on the comprehensive efficiency and dual efficiency of university-industry knowledge flow.The regional innovation atmosphere plays the mediating role,while the scale of the regional innovation association network plays a positive moderating role.In addition,government innovation financial support has a inverted U-shaped impact on the comprehensive efficiency of university-industry knowledge flow and the efficiency of university-industry knowledge innovation,while it has a positive impact on the efficiency of university-industry knowledge transformation.Thirdly,at the organizational level,the paper compares and analyzes the impact and mechanism of different dimensions of government innovation support on the efficiency of university-industry knowledge flow in the universities.The results show that,the government innovation policy support at the organizational level has a positive impact on the dual efficiency of university-industry knowledge flow in the universities.The R&D personnel structure of universities only play the mediating effect on the relationship between government innovation policy support and the efficiency of university-industry knowledge innovation,while "Double first-class" university types play a positive moderating effect on the relationship between government innovation policy support and the dual efficiency of university-industry knowledge flow.government innovation financial support has a inverted U-shaped impact on the efficiency of university-industry knowledge innovation,and has a positive impact on the comprehensive efficiency of university-industry knowledge flow and university-industry knowledge transformation.Finally,under the region-organization cross-level,the paper studies the cross-level influence and its mechanism of different dimensions of regional government innovation support on the efficiency of university-industry knowledge flow in the universities.The results show that the regional government innovation policy support has a cross-level positive impact on the comprehensive efficiency and dual efficiency of university-industry knowledge flow.The regional innovation atmosphere plays the mediating role in the relationship between regional government innovation support and the efficiency of university-industry knowledge innovation,while "Double first-class" university types play a positive moderating effect in the all relationship.What’s more,regional government innovation financial support has a inverted U-shaped impact on the comprehensive efficiency of university-industry knowledge flow and the efficiency of university-industry knowledge innovation,while it has a positive impact on the efficiency of university-industry knowledge transformation.This paper comprehensively and deeply study the effect and mechanism of government innovation support on the efficiency of university-industry knowledge flow from the dual dimension of policy support and fiscal support,and the triple perspectives of the regional level,the organizational level,and the region-organization cross-level.This study not only expands relevant research on the relationship between government innovation support and the efficiency of university-industry knowledge flow,but also provides an important reference for improving the university-industry collaborative innovation system and promoting government support for university-industry knowledge flow in China.
