Research On The Improvement Of Hunan Agricultural Science And Technology Service Capacity Under The Background Of Integration Development Of Three Industries

The integrated development of the primary,secondary,and tertiary industries in rural areas,characterized by industrial chain and value chain extension,cross-border reorganization and collaborative innovation,all-round optimized distribution of resources,and technology penetration and integration,is an inevitable requirement for agricultural and rural modernization in the new era.The key to agricultural and rural modernization lies in science and technology.Traditional agricultural science and technology service is difficult to adapt to the new concepts,new formats and new models of the development of the integration of the three industries in rural areas.In accordance with the new characteristics and requirements of the integration of the development of the three industries in rural areas,continue improving the service ability of agricultural science and technology is of great significance for Hunan to accelerate the pace of agricultural and rural modernization,promote the comprehensive upgrading of agriculture and the prosperity of rural industries,realize the transformation from a large agricultural province to a strong agricultural province and promote farmers’ sustained revenue growth.This essay aiming at how to improve Hunan’s agricultural science and technology service capability in the context of the integration of the three industries,based on the industrial integration theory,system theory and so on,this paper straightens out the internal relationship among the foundation,the mechanism and the realization of agricultural science and technology service ability.From the perspective of capability foundation,an evaluation index system consisting of 19 elements in 5 dimensions,including R&D investment capability,R&D output capability,support and guarantee capability,transformation and promotion capability,contribution and development capability of agricultural science and technology service was constructed.Based on the relevant Hunan statistical data,the agricultural science and technology service capability of 14 cities(prefectures)in Hunan Province from 2014 to 2019 was evaluated and analysed with AHP.From the perspective of capability realization,a satisfaction evaluation model and index system composed of farmers’ expectations,needs,trust,and the perception of usefulness,ease of use and effect,etc.Based on 632 farmers’ survey data sampled from different regions in Hunan,this paper used structural equation model to empirically analyze the satisfaction with agricultural science and technology services and its influencing factors in the context of the integration of the three industries.On the basis of empirical analysis,the capacity mechanism,demand change and development trend of Hunan agricultural science and technology service under the background of the integration of the three industries are deeply analyzed.Fully drawing on the agricultural science and technology service experience of the United States,Germany,Japan,France,and Israel,centering on the goal of the comprehensive development of farmers,upgrading of agriculture and progress of rural areas,following the principles of combining inclusive coverage with capability enhancement,macro-control with market mechanisms,independent innovation with open cooperation,etc.,from cultivating multiple service entities,improving service promotion effects,broadening service input sources,innovate service output platforms,enriching service content forms,improving service support environment,optimizing service operation mechanism,etc.,this paper proposes the strategies for upgrading Hunan agricultural science and technology service under the background of the integration of the three industries.The main conclusions of this paper are as follows:(1)The evaluation and improvement of agricultural science and technology service capability under the background of the integration of the three industries should pay attention not only to the service itself,but also to the needs and satisfaction of farmers.(2)Hunan’s agricultural science and technology service capacity is generally increasing,but the regional development is not balanced and the supply structure is unreasonable.There is a certain gap between the development requirements of the rural three industries integration and the actual needs of farmers and modern agricultural operators.(3)In the context of the integration of the three industries,the improvement of agricultural science and technology service in Hunan must have clear goals,follow new principles and adopt holistic strategies.
