Study On The Spatial-temporal Relationship Between Business Environment,agricultural Opening-up And High-quality Agricultural Development In Five Provinces And Regions In Northwest China

For the first time,the report to the 19 th National Congress put forward the basic theory and related concepts of "high-quality development".In the 2018 year-end Report on the work of The State Council,the historical and contemporary necessity of "promoting high-quality development" was emphasized again.The 20 th National Congress of the Communist Party of China has also made it clear and concrete that we should accelerate the establishment of a new development pattern and strive to promote high-quality development,which is the primary task of building a modern socialist country in an all-round way.Therefore,high-quality development model has become the development path and paradigm determined by Chinese society at present and for a long time to come.Business environment and opening up of agriculture are also the inevitable requirements of development in the new era.Under the background of China’s economic transformation and growth,high-quality development of agriculture should be taken as the link.It is necessary and of great practical significance to explore its relationship with business environment,agricultural opening to the outside world,agricultural green total factor productivity growth rate and agricultural economic growth.Starting from the construction of a comprehensive evaluation index system for business environment,agricultural opening to the outside world and agricultural high-quality development,this paper analyzes the national rankings and positions of these three indicators of the five northwestern provinces and regions,compares them with those of the five provinces and regions and other provinces and regions in the country,and then makes a spatial panel empirical analysis of the three,to explore the temporal and spatial relationship between them.Show the deduction between the three in time and space,and seek the mechanism of each element influencing each other.And from the time order and spatial location of each economic dimension of the three,at the same time to explore and forecast the spatio-temporal interaction between the three factors and predict how to prioritize the cultivation and development of those elements and patterns,so as to provide theoretical reference for the northwest region,the surrounding provinces and the whole country agricultural economic development and policy making.In this paper,the main research goal is to explore the "the Belt and Road Initiative" under the background of the northwest five provinces business environment,opening to the outside world and the agricultural economic growth and the development of high quality internal relationship between time and space,build a series of feasible and practical evaluation index system of business environment,agriculture,opening to the outside world,selected to promote the northwest five provinces is crucial for the development of agricultural economy fast growth and high quality factor,To boost the rapid economic and social development of the five western provinces.It mainly uses entropy method,spatial econometric model analysis,panel vector autoregression(PVAR)and other research methods.The main data sources are from China Statistical Yearbook,China Rural Statistical Yearbook,China Agricultural Statistical Yearbook,customs statistics,Development Research Center of The State Council information network published relevant statistical materials and data,and then through Stata16.0 analysis and processing.This paper takes the space-time of the five provinces and regions in northwest China from 2009 to 2019 as the research scope,and compares it with other provinces and regions in China.The study focuses on factors such as business environment,agricultural opening-up,high-quality agricultural development,and green total factor productivity in agriculture.Firstly,the literature on domestic and foreign business environment,agricultural opening to the outside world and agricultural high-quality development as well as their mutual relationship is sorted out,and the composition,analysis dimension,framework construction and index weight selection and determination of the three evaluation index systems are explored.Then it evaluates and optimizes the overall business environment,and comprehensively evaluates and analyzes the key indicators of the business environment of the five provinces and regions in northwest China.Then the paper combed and explored the current situation and characteristics of China’s agricultural opening-up,and the characteristics,gains and losses of agricultural development in the northwest five provinces and regions.It compared and analyzed the historical cause and effect of agricultural opening-up and development pattern and the current situation pattern of agricultural opening-up and development pattern in the Northwest five provinces and regions.In addition to the construction,index integration,measurement and comprehensive analysis of agricultural opening to the outside world and high-quality development system,this paper focuses on the empirical analysis of the spatial panel data of business environment,agricultural opening to the outside world and high-quality agricultural development in five provinces and regions in northwest China,and explores the spatial and temporal interaction and various effects of the three.Finally summarize the northwest five provinces agriculture high quality development and put forward policy recommendations,and to explore how to during the period of " the 14 th Five-Year period and the 15 th Five-Year period ",agriculture the development models of high quality,as well as how the five northwestern provinces agriculture high quality development to the country for reference and learning,how to put the good methods and modes of popularized to other provinces,and predicts its future development model.Through the system construction,index integration,measurement and analysis of business environment,agricultural opening-up and high-quality agricultural development,the comprehensive indicators and dimensions are compared,correlated,causal and spatial econometric empirical research.The research results of the theory of promoting the high quality development of agriculture are obtained by taking the business environment,the quantitative comprehensive index of agricultural opening-up and the growth rate of agricultural green total factor productivity as the main factors.It innovatively conducted a systematic study on the business environment,agricultural opening-up and high-quality agricultural development as one system,and explored the key factors and system spatial econometric relationships,effects,and spatial-temporal interactions in promoting high-quality agricultural development in all dimensions of business environment and agricultural opening-up.It can comprehensively and dynamically predict the development trend of agricultural business environment,agricultural opening to the outside world and high quality development of agriculture in the five provinces and regions of Northwest China.It explored that the business environment,agricultural opening-up and the growth rate of agricultural green total factor productivity have a significant role in promoting the high-quality development of agriculture,and they have strong time and space spillover effects.And based on the interactive influence explore the agricultural total factor productivity growth is green agricultural development essential connotation and high quality requirements,and concluded the three priority of agricultural development as a result,the high quality at the same time,should first cultivate agricultural development of high quality significantly in stimulating business environment,agriculture,opening to the outside green low carbon environmental protection of the key areas of growth.The business environment,agricultural opening-up and high-quality agricultural development of the five provinces and regions in the Northwest have a relatively large overall inertia,which will be difficult to break in the short term.The main solution is to overcome the inertia of thinking and make optimization and innovation in all aspects.Agricultural green total vegetable productivity growth is the essential connotation of agricultural high quality development.We will focus on the total factor productivity of agriculture and the agricultural industrialization complex,improve the efficient allocation of various factors,and give priority to the high-quality development of agriculture.At the same time,with the help of the opening-up of agriculture and the improvement of the business environment,we will seize the historical opportunity of the opening up of the whole country,make full use of local resource endowment,and rapidly develop the regional economy.To some extent,these studies have enriched the theoretical research on the business environment,agricultural opening-up and high-quality agricultural development,enriched the static and dynamic empirical analysis of these factors in time and space,and enabled the study,analysis and prediction of these factors in the changing environment.In this way,it can help the Northwest region to develop the agricultural green,low-carbon and environmentfriendly high-quality economy with a more targeted purpose,and make greater contribution to the promotion and acceleration of high-quality development for the region,peripheral provinces and regions and the whole country.
