The dual carbon goals proposed in 2020 has accelerated the pace of China’s green low-carbon transformation.It is an important task for China to promote reduction of pollution and carbon emissions,green and sustainable development,and establish an economic system of green and low-carbon circular development.As the economic circle around the capital,the Beijing-Tianjin-Hebei urban agglomeration plays a leading and exemplary role in promoting green and coordinated development and highquality development.Green technology innovation is the key to green and low-carbon development.Therefore,the cities need to achieve the coordination of green low-carbon transformation through green technology synergy innovation in the urban agglomeration.Aiming at promoting green technology synergy innovation in the urban agglomeration and depending on the relevant theories,such as technological innovation theory,spatial structure theory and regional collaborative innovation theory,this study comprehensively uses the research methods,such as social network analysis,coupling coordination model and qualitative comparative analysis,to explore the spatial correlation form,influencing mechanism and improving path of green technology synergy innovation among the cities in the Beijing-Tianjin-Hebei urban agglomeration system from the perspective of coordinated development.The main research contents and conclusions are as follows:First,this study analyzes the development of green technology innovation in the urban agglomeration through the spatial and temporal viewpoints,and use comparative analysis and convergence model to explore the convergence and spatial-temporal heterogeneity of green technology innovation among cities within the cluster.The results show that the green technology innovation output of the Beijing-Tianjin-Hebei region is discrete during the research period,and the polarization effect of Beijing and Tianjin is the main reason for this.In terms of the average number of green patent applications,the top cities are Beijing,Tianjin,Shijiazhuang and Baoding,and Beijing is far more than other cities.From the perspective of spatial distribution evolution,cities with a high number of green patent applications are mainly distributed in the middle of the Beijing-Tianjin-Hebei region.Over time,green technology innovation core regions with Beijing-Shijiazhuang and Beijing-Tianjin as the axis have gradually formed in space.According to the comparison among the three major urban agglomerations in China,the growth of green technology innovation output of the Beijing-Tianjin-Hebei urban agglomeration is relatively slow,and there is a large gap between the BeijingTianjin-Hebei and the Yangtze River Delta.Second,through the big data mining,based on the obtained data of joint application for green patents,this research creates the green technology innovation correlation matrix of the Beijing-Tianjin-Hebei urban agglomeration,and constructes the green technology innovation synergy network of urban agglomeration,and analyzes the network structure and evolution characteristics of the green technology synergy innovation network using social network analysis method.The results show that,according to the characteristics of network evolution,the urban agglomeration’s green technology synergy innovation network can be divided into three stages: starting,growing,and indepth development.According to the analysis of the stages,the spatial pattern of the green technology synergy innovation has undergone the evolution process of "single axis→double axis and multiple nodes→double axis,multiple nodes and multiple levels",and the density and complexity of the network are constantly improving.Among them,Beijing,Tianjin and Shijiazhuang are the most important green technology collaborative innovation nodes in the network.Third,from the perspective of subject proximity and element synergy of green technology innovation,this study explores the operating mechanism of the green technology synergy innovation network in the view of Beijing-Tianjin-Hebei coordinated development,uses relational data to make theoretical assumptions,and empirically uses the secondary assignment procedure method to test the influencing factors of green technology synergy innovation network in the Beijing-Tianjin-Hebei urban agglomeration at different development stages.The research results show that,in addition to the cognitive proximity and the ecological environment synergy,the factors including geographical proximity,institutional proximity,economic environment synergy,market environment synergy,informatization synergy,science and technology capital synergy,and human capital synergy have significant effects in the three evolution stages of the green technology synergy innovation network.Fourth,based on the research paradigm of the configuration,78 pairs of connected cities composed of 13 cities in the Beijing-Tianjin-Hebei urban agglomeration are taken as research cases.Through qualitative comparative analysis,this thesis explores the "multiple concurrent" effect of 9 conditions on green technology collaborative innovation under the two dimensions of subject proximity and element synergy.It is found that 9 configurations can improve the effectiveness of green technology collaborative innovation in the urban agglomeration.The institutional proximity condition appears in all 9 configurations as the core condition,indicating that the effectiveness of green technology collaborative innovation among cities within the agglomeration has a distinct institutional proximity effect.According to the classification principle of second-order equivalent configuration,the nine configurations are classified into the following three paths: science and technology investment driven under the institutional advantage,environmental protection driven under the institutional advantage,and human capital driven under the institutional advantage.Through comparative analysis,it is found that human capital synergy and environmental protection synergy have certain equivalent effects in promoting green technology synergy innovation.This study focuses on the key issues such as how to build the associated network of green technology synergy innovation,and how to explain the influencing mechanism of green technology synergy innovation from the perspective of the Beijing-TianjinHebei coordinated development.It implements the research based on the logic of "theory basis,synergy effect,influencing mechanism,improving path".The research conclusions of this paper not only enrich the relevant theories of urban agglomeration collaborative innovation,and it also provides a reference for promoting an urban agglomeration’s green low-carbon coordinated development at home and abroad.
