In the past few years, the incessant increase of population and the vast development of the city construction unavoidably give rise to a sharp growth in Municipal Solid Waste (MSW). This paper aims at this problem and proposes a system-planning scheme, which is based on the "Ecology Cement" technique--a main method in Green Building Material Industry to deal with MSW andproduce cement, in the meantime, the relative key technique and installation were thoroughly studied.In short, this paper completed the following work:First, the manufacture target of Green Building Material industry, which is based on Green Manufacture theory and target system of Solid Waste disposal are presented. Furthermore, defects of traditional garbage-handle means are specified and the feasibility of handling MSW by utilizing cement kiln is analysed.Second, on the basis of system engineering theory, the whole disposalsystem was divided into four sub-systems--Pre-disposal system Rotary kilnsystem Flue-gas cleaning system and Surplus energy utilization system. The sub-systems designing scheme, key technique and necessary installation are discussed.Third, the advanced flow control technique--Distributed Control System(DCS )is adopted to guarantee the safety, reliability as well as high efficiency of each manufacture segment. Meanwhile, the control strategy and scheme of keysub-systems--Cement kiln system Flue-gas cleaning system and Steamerelectrical generator system are formulated.Fourth, this paper also designs a new style Flue-gas cleaning system and introduces Continuous Emission Monitoring System ( CEMS ) design to monitor the emission amount of air pollution matter and dust to assure the production free of engendering second pollution to the environment.Fifth, Steamer electrical generator technique scheme is analysed for achieving the resources target of transforming tremendous Surplus heat into electric power.In the end, the conclusion is drawn. Furthermore, this paper states the prospect and puts forward some advices for the further research.
