With the change of environment in market, the competition has become more and more drastic. It is the key point for enterprise's development to adopt the advanced modern managing technology. Planning is one of the important functions in enterprise management. Its basic task is to balance the production elements that involve the materials, equipment, information and etc. Then the production and dealing actions in the enterprise can get a unified guiding. The planning results can also help allocate the resources reasonably and maximize the production benefits by less cost.Enterprise Resource Planning is now a new system structure of information management in process industry. It contains the merits of other management systems and provides more advanced, reasonable and effective solutions. Master Production Schedule (MPS) is the core of ERP. MPS focuses on production plan and schedule, plan drive and storage control so that it can guarantee the fluency and optimization of the production.This paper comes from the project of" Production Planning Schedule System in BaoSteel Cold-Rolling Mill" in national "863" plan. Through the study and analysis of the production situation in Baosteel cold-rolling mill, an optimized planning system is presented. This system bases on ERP/MPS concepts and combines the group-plan method. Then, this paper comprehensively introduces the development objective, function module design, planning basis and method, database design and the specific technology to apply Visual Basic and MS SQL Server. In the end, the practical application effect is briefly stated to show how this system runs on the spot.
