The Well Drilling industry is a complex industry with serious accidentconsequences, but at present, there is still no HSE assessment system that iscomprehensive, systematic and that conforms to the actual situation of the domesticWell Drilling industry. The government is facing a difficult problem of enterprises'production safety assessment which used to depend on enterprises' industrial accidentsituation. Based on the HSE optimization project in the Well Drilling Company ofXinjiang Petroleum Administrative Bureau, we have designed a set of relativelycomprehensive and synthesized assessment systems which was supposed to have thereference value of the assessment for enterprises, especially in objective inspectionsfor subjective indexes and the enterprises' dynamic safety management.According to the whole HSE optimization plan, firstly we have been clear aboutthe goals, the principles, the objects and the programs of assessment system and wehave also made every effort in satisfying the Well Drilling Company's actual situationby designing the index system, which lead to the entire index system being embeddedinto the whole Well Drilling Company's safety management system. According to theactual situation, we have established a three-leveled system. In each level, theusability, operation and scientific nature of the index was emphasized in the selection,both in the actual current situation and advantageous of the management andoperation. Based on this, we have further established three levels of indexes for eachsystem. The justifiable and reasonable principles as well as the reduction ofsubjectivity by scientific mathematical methods were the basic rules in manifestingthe assessment system.
