The forecast of atmospheric environmental impact, which is an important sector of environmental impact assessment, is a relatively complex process with much weather parameter and environmental element involved in pollution gene. This paper is based on the conventional research and making forward the follows with the theories and methods which have been studied and calculated by the Tianjin Environmental Protection Bureau, Meteorological Bureau, Environmental Monitor Center. With these concerned, this paper carries out an in-depth study to determine the mode of the forecast of atmospheric environmental impact made by the revising projects of converting oil gas into coal gas and the concerning purifying system in the production of synthesize ammonia in Tianjin Soda Plant:⑴The paper studies the diffusing of atmospheric pollutant in the state of certain atmospheric environment;⑵The paper briefly illustrates the atmospheric frontier layer, the math mode of the environmental system and the foundation of the math mode;⑶On the basis of Gradient Transfer Theory, Normal Distributing Theory and Conservation of Mass, the paper establishs the diffusion mode of atmospheric pollutant of point polluting pattern, line polluting pattern, face polluting pattern and solid polluting pattern;⑷The paper brings out the method to define the parameters of the grade of atmospheric stabilization, H,σy,σz and h.⑸Therefore, this paper makes sure the parameters of atmospheric pollutant of the construction area by referring to the geographical position of Tianjin, meteorological property and the monitored date, makes out the atmospheric forecastable mode of the project.The research of this paper is established in setting up the diffusing model of atmospheric pollutant, and assessing the impact of the atmospheric environment. The results of the research may contribute to the treatment of pollutant in the construction projects.
