This paper introduces the model of multi objective decision theory(gray connection - ideal solution) to the ecological environment quality rating, Using the gray connection -ideal solution model has carried on the ecological environment quality appraisal to 22 counties and cities of Baoding, and has carried on the ecological planning according to the result to the entire Baoding. The findings are as follows:Study on the index system, assessment method and ecological planning method of county territory ecological environment quality appraisal. First, generally analyses the data of the social development degree, the economy development level and the resources and environment condition of the region ecological environment system, and chose 23 indexes to constitute the county territory ecology quality appraisal index system. Compared the subjective and the objective weight-deciding method's virtue and disadvantage, we decide the weight of every index by using AHP and entropy combinational method. Next, introduces the model of multi objective decision theory(gray connection - ideal solution) to the ecological environment quality rating, and according to the results make the cluster analysis, divides into superiorly, good, middling and bad four ranks. Finally, takes the ecological environment quality rating's result as the basis of quantitative analysis of ecological planning, and utilizes the SWOT analytic method in the qualitative analysis of ecological planning, to the Baoding sustainable development's the strength, the weakness, the opportunity and the threat have carried on the analysis. The ecological planning's final goal is proposes the development plan and the way, divides the region into different function unit, Studies its structure, characteristic, environment suitability and so on, provides the management countermeasure for areas.Take Baoding as the example, utilized the above method to carry on the ecological environment quality rating and the ecological planning research to its 22 counties and cities. Synthesize the gray correlation technique for order preference by similarity to ideal solution (GC-TOPSIS) obtain the ecological environment quality composite result and the cluster analysis result, according to the results dividing Baoding into superior, good, middling and bad four ranks. And Fuping, Laiyuan, Yi County,and Shunping four county's synthesis score is highest, their ecological environment quality synthesis level is in the superior position; Tang County, Laishui, Mancheng's ecological environment quality are good; Zhuozhou, Gaoyang, Xushui, Dingzhou, Quyang, Lixian's ecological environment quality are middling; Xiong county, Anguo, Gaobeidian, Rongcheng, Boye, Wangdu, Qingyuan, Anxin and Dingxing's ecological environment quality are bad. Looking from the measure results, the Baoding ecological environment quality in the superior counties and cities account for the total 31.4%, but in inferior account for 68.6%, the overall condition is unoptimistic. When carries on the ecological planning to it, divides the entire Baoding area into four function areas: Low mountain source self-control and biodiversity protectorate; water source supplies and water and soil conservation area; Plain ecology economic development and pollution abatement area; Southeast plain area County territory characteristic industrial development and pollution abatement area. According to each area's structure and the characteristic, proposed the suitable development direction and the countermeasure for various areas.
