This thesis is an attempting to do environment impact assessment and clear production,circular economy research on Tianjin IGCC power station project of Huaneng Green Coal Power Ltd.We estimate that in a quite long term in the future, China will still mainly base on coal energy. To gain sustainable development of electrical energy industry, eight energy and investment companies gathered together to set up the"green coal power"plan in 2005. This project is focus on the research, development, promotion and application of coal based energy system with include coal gasification and hydrogen production, hydrogen gas turbine combined cycle power generation and fuel cell power generation, with combined with carbon dioxide separation and disposition. The goal of this plan is to greatly improve the efficiency of coal power generation and reduce the pollution to nearly zero. It's key core technology had being list on the country's middle and long term technology develop plan and "11th Five-Year Plan" 863 Program of MOST. As the first stage of the plan, Huaneng Green Coal Tianjin IGCC power station project is of great significance and strategic positionThe main part of this project is research, development, industry enlargement, system integration of the key technology of 2000t/d class dry coal pressurized gasification, synthesis gas purification, and low calorific value gas burning turbine. Construct 250MW class IGCC system. This thesis is based on the project analysis, atmospheric diffusion model, level balance chart, noise reduce model , Environment risk profile model etc. are applied on the environment atmosphere, water, noise and solid waste pollution and it's impact assessment as well as environment risk in the operating period. Because this project uses the innovation craft, this article attempts with the contrast research method, has carried on the advanced analysis to its clean production level. This project unifies the region circulation economical industry chain's constitution and EIA, from environmental protection angle promotion production method transformation and development.By analyzing the project we conclude that, it pollutants has reach the standards, solid waste is fully reused or treated to meet environmental requirements; it has advanced technologies and high energy efficiency. In the conclusion part we give out the improvement advice.
