Research On Planning Of Main Pollutant Cap Control In Gaoming District Of Foshan During The Twelfth Five-year

Total quantity control of main pollutions discharge means a process to distribute the allowable pollutants emission as a target to various sources, which according to the environmental quality requirement in different districts and different periods.In China the total quantity control of pollutants discharge was set out during the Ninth Five-Year plan period, and it was defined as one of the restriction indexes during the Eleventh Five-Year plan period and will be extended to the Twelfth Five-Year plan period. In the Twelfth Five-Year plan period, it will add NH4-N and NOX to the control factors, and include the vehicle exhaust and livestock pollution in the range of this work.In this paper, we will analyze the total quantity control of main pollutants discharge during the Eleventh Five-Year plan period in China, and study the tactics during the Twelfth Five-Year plan period. Combining with the actual conditions of Gaoming, we will study some useful countermeasures for the work during the Twelfth Five-Year plan period. And base on it, we try to make a preliminary plan in Gaoming. By analyzing and planning, we can make some conclusions as follow:1)During the Eleventh Five-Year plan period, considering the practical situation, the highly effective work have been setting up all over the country, and have achieved remarkable success. But compared with the advanced countries, there are still many problems in China, such as single marker, simple method, and imperfect law system, etc.2)When we work on the total quantity control of main pollutions discharge during the Twelfth Five-Year plan period, we must follow the principles of verifying the base, calculating the increment clearly, and carrying out the abatement. Firstly, to make a plan, which is in accordance with the actual conditions and technically controllable, is the precondition of the work. Secondly, to push ahead with the project measure is the major method. Thirdly, to improve the management system is the support measure. Finally, to study on the tradable emission permits is the development direction.3) To finish the assignment of the total quantity control of main pollutions discharge during the Eleventh Five-Year plan period, the Gaoming government has implemented a number of initiatives as follows, the gas desulfurization in the important enterprises, the readjustment of the industrial structure, construction of more sewage treatment plants and related pipe structures, etc. But with the rapid development of the economy, Gaoming will be faced with larger pressure in the Twelfth Five-Year plan period.4) In the Twelfth Five-Year plan period, the Gaoming government can work on the total quantity control of water pollutions discharge as follows:expediting the construction of related pipe structures, constructing the treatment of rural domestic sewage and livestock pollution, propelling wastewater renovation in textile industry and wastewater treatment in petrochemical industries, and so on. On the other hand, it can work on the total quantity control of gas pollutions discharge includes:optimizing the energy structure, heating centralized, constructing denitrification work in kilns, etc.
