The wetland is an important component of the ecosystem, and it is widely distributed. Wetland plays an irreplaceable role in the ecology, economy and society. However, the rapid city expansion and economic growth lead to the broken wetland, the serious pollution and degradation of service function, which brings great destruction and negative effects to human living environment. Therefore, people begin to pay more attention to the wetland conservation and sustainable utilization. Under the building up of the two-oriented society, Changsha gradually lays emphasis on the Wetland conservation and sustainable utilization. The thesis aims to explore the measures and references for the wetland conservation and sustainable utilization of Changsha.The paper firstly introduces the concepts,the relationship between conservation and sustainable utilization of wetland and related theories of the wetland which are the theoretical framework of the whole paper. Then, the paper talks about the actual status of Changsha wetland. Changsha has abundant wetland resources. But, there are a lot of problems in the process of making the use of the wetland resources. These problems refer to the decrease of wetland, serious pollution, decline in biodiversify and the deterioration of ecological service function. The reasons involve four aspects which contain improper management of the functional department, sluggish legislation, insufficient investment and inadequate publicity. After absorbing advanced foreign and domestic experiences, the paper proposes some strategies from two aspects for the wetland conservation and sustainable utilization of Changsha. At last, it takes Sutuoyuan wetland for example, and discusses the model of wetland conservation and sustainable utilization by the analysis of ecological effect, the economic and social benefit.
