As promoting of the unmanned substation management mode, substation inspectioncenter and centralized control center have realized remote real-time image monitoring, remotefault and accident alarm, receiving and processing as well as environmental monitoringthrough existing electric power communication network, which can greatly enhance safetyand reliability of the substation operation and maintenance, and gradually realize visualmonitoring and scheduling of the power network, so that its control and operation will bemore secure and reliable.This paper mainly does research design and engineering practice for a variety of digitalmonitoring equipments, intelligent video surveillance software of the substation video andsurroundings supervisory Control system, aiming to provide important theoretical andengineering foundation for the formation of a more complete power video surveillance andsecurity precautions solutions. Firstly, this paper introduces the overall structure and functionof video and surroundings supervisory control system in two aspects of the system's mastersystem and station-side system, and discusses the software and hardware configurationrequirements of the master station monitoring and management center, meanwhile, it conductsin-depth analysis and development for the system's basic functions (video surveillance,monitoring and management, video storage, intelligent video analysis, environmentalmonitoring function, access control system function, electronic map and main station largescreen control, etc.), and ultimately the 500kV substation video and surroundings supervisorycontrol system are implemented.The substation video and surroundings supervisory control system can deal with accidenttreatment and reconstruction in a short time through long-term effective dynamic monitoringmanagement and emergency response command for the power substations within the regionalpower system, especially when the production safety accident occurs, so as to reduce theaccident loss to the minimum, and ultimately improve the comprehensive business level andthe ability to respond to emergencies of the grid corporations.
