The thesis is mainly about the application of supervisory and control system on Fu Shun No.3 refinery. Substation computer supervisory and control system has always been hotspot of electric power industry in our country from 90s in 20th century, there is fast speed and widely space of development for substation computer supervisory and control system automation as a result of electric network demand and market economy rule. Transformer substation computer supervisory and control system could ensure the high effective management of power grid and improve the quality of power supply. It is the important part of design in power supply and distribution.The background of the thesis is as the rebuilding of Xiao Piao Substation in No.3 refinery. The thesis uses the development environment provided by MYS-2000 Transformer Substation Automatic Supervisory and Control System, and does the design for No.3 refinery general transformer substation supervisory and control system, combining with the fact condition and demand for supervisory and control of No.3 refinery.The intention of the thesis is exerting the mighty function of transformer substation supervisory and control system, in order to ensure that the supervisory and control system which is has been rebuilt can not only achieve normal'four remote'function, whose name is remote signaling,remote measurement,remote control,remote regulating, but also can achieve data processing function, moreover, can provide training on line for operating staff,avoiding mishandling and assistant decision-making and so forth.The thesis, firstly, summarizes the development and actuality home and abroad for transformer substation supervisory and control system, and does the general design for Xiao Piao Transformer Substation supervisory and control system. And then, it expatiates the parameter configuration and configuration, achieves the receiving and delivering data function of supervisory and control system and the design of remote communication program. Finally, the thesis realizes the design intention of system with debugging and operating the object program in the Operating environment.
