| Domestic and foreign research and practical experiences show that, a city's master plan is only as good with an instrumental indicator system for security. The indicator system study helps to improve the research methods of overall program evaluation, to find out the weakness of city master plan, and the way to help solve the planning problem. For strengthening the role of government and improving its management efficiency, and emphasizing the perspective of sustainable development, the author studied about 40 cities'indicator system at home and abroad, and then sorted out a scientific evaluation method under the guidance of objective. After analysis their problems and lessons learned, the author provided recommendations for how to establish index system of urban master planning. In a word, the author found out three primary defects of most master plan application as follows : lacking of understanding indicators'role, content and structure need to be improved, also there's a gap between evaluation indicator system and the working platform. This paper summarizes the experience and international cases, from the economic, environmental and social indicators of the three recommendations listed in libraries, and fully explained the role of each stage and use of technology to construct the indicator system of the original framework and the work platform, made the proposal for public participation.
