In recent years, along with the country's great investments which constructed to the highway, the highway course obtained promotion unceasingly. The highway which undertakes the main transportation will be blocked by bad weather and accident disaster, causing crowd in large area and long time delay and making affects on traffic circulation of region road network in wide range. Therefore, after the emergency accident, efficient emergency handing work reduces casualties and loss. The spot of emergency service facility is located in the right and the optimized configuration of emergency resources before thunderbolt happens are a prerequisite and protection for effective emergency handing work.Therefore, on the background of highway based on network, and the idea of the optimized configuration of emergency resources, on the condition of highway network, this paper studies the optimum distribution of the spot of emergency service facility in the right and reasonable place and the optimized configuration of emergency resources, and proposed a mathematical model for determining spots of emergency service facility along the highway route as a net, and design the optimized configuration system of emergency resources along the highway route as a net. The main research work is as follows:(1) The article summarizes the domestic and foreign researches on emergency management and contingency allocation. The thunderbolt happened along the highway route has been carried on classification according to different reasons. The emergency resources have been carried on refinement classification in the view of different thunderbolt demand of emergency handling resources.(2) A mathematical model has been proposed for determining spots of emergency service facility along the highway route as a net, which based on the mathematical models for determining signal spot or multiple spots of emergency service facility, and then, algorithm is given to calculate the mathematical model. Considered on the newly built emergency service facility spots along the highway route cost much, the emergency service facility spots along the highway route have been used as the point where we store the emergency handling resources. Take the road section weight, the smallest emergency transportation time, the emergency system cover scope as the input target, the proper attention to both respond the total time to be shortest emergency as well as the social economy biggest benefit, through the emergency resources selected location multi-objective mathematical computation, determined the emergency handling resources optimization disposes the selected location spot.(3) The optimized configuration system of emergency resources along the highway route has been developed, using principle and method of computer system analysis and design. The system could inquiry the type, quantity and the location of emergency handling resources, and the spatial distribution and scale of emergency handling resources. It also could place the optimized disposition emergency handling resources and demonstrate the resources disposition quantity and the type, using the mathematical models for determining signal spot or multiple spots of emergency service facility.
