Transmission networks play a major role in modern society by connecting the generation enterprises and the customers as a bridge. It is an essential guarantee and method to protect the "Power Bridge" by planning, constructing, implementing, operating transmission and transformation equipments reasonably and scientifically. Therefore, the studies on post-evaluation for transmission and transformation project have very important theoretical significance and practical value.Firstly, this study elaborates the present situation of post evaluation for investment and transmission transformation project at home and abroad, analysis the difference between post evaluation and self evaluation, performs a systemic and objective analysis for the features of the construction, management, operation of transmission and transformation project and a classified hierarchical indices system for operation post-evaluation base on a consideration of the feature in operation process of each type is proposed. Analyzes the features of domestic transmission and transformation project based on the theoretical researches and practical experiences at home and abroad; secondly, constructs indices systems for special transmission project, grid interconnection project, and public network project; finally, lists definite definitions and calculation methods of every index.Secondly, this paper analyzes the principles of fuzzy comprehensive analysis method and analytic hierarchy process. on the basis of production operation self evaluation indices system of transmission-transformation project, and establishes the self evaluation model and method based on the fuzzy comprehensive analysis method and analytic hierarchy process, which uses the fuzzy comprehensive analysis method to determine the degree of each index to the different results and used the analytic hierarchy process to compute the weights of each index.Finally, this paper uses the actual engineering example to explain the feasibility and effectiveness of the model and the method, which also proves using the fuzzy comprehensive analysis method and analytic hierarchy process to evaluate the engineering can effectively increase the scientific of evaluation process, thereby reasonablely reflect the actual circumstances of the production operation of the transmission and transformation project.
